Background
As a part of its assistance in Libya, NRC provides information, counselling and legal assistance (ICLA) services to empower beneficiaries and support them to claim and exercise their rights.
Role and responsibilities
The Officer within ICLA’s information, Counselling and Legal Assistance (ICLA) program support a dynamic team of field staff providing beneficiaries with information and counselling services on various topics during outreach and at NRC’s offices. The officer takes on supervisory responsibility as delegated to him/her by the ICLA Team Leader.
Generic Responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines.
- Implement delegated Core Competency project portfolio according to plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
- Promote and share ideas for technical improvement.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific Responsibilities:
- Assessments. As delegated by line-manager, responsible for supporting ICLA technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).
- Project Implementation. As delegated by line-manager, responsible for supporting the successful implementation of all ICLA projects delivered through direct led modalities throughout the full project cycle.
- Coordinate and carry out awareness sessions and/or awareness activities for internally displaced persons/persons in need of international protection in the municipalities/cities in accordance with the programmatic strategy.
- Carry out case management activities and provide ICLA services to the beneficiary population in the office, communities and missions, within the framework of the projects in execution and according to the assigned theme – including legal assistance and legal counselling.
- Acts as a focal point for external referrals and services’ mapping in his/her assigned geographical area of operation.
- Support and creates visualization of group information sessions including video, Flyers and brochures or any needed material and ensuring all donor representation are reflected.
- Support as focal point for any procurement needed for the ICLA and the community center activities.
- Contribute and coordinates activities with community-based organizations and joint activities with other NRC core competencies in his/her assigned geographical area of operation.
- Conducts quality assurance exercises as requested by TL and PM.
- Support in Coaching and provides direction through training to in line with the results of the quality assurance exercises.
- Support in directs the Volunteers Modality and manages administrative work. Tasks include: leading the recruitment process of volunteers, planning and executing volunteers’ induction, training and refreshers as needed, executing quality check exercises and monitoring the exercises conducted by team members, ensuring proper and efficient documentation & reporting, coordinating monthly payments with Finance.
3. Technical Quality. Responsible for supporting technical quality in accordance with the agreed NRC Libya Country and CC Strategies, tools and guidelines.
4. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all ICLA related activities throughout the project-cycle. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
5. Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC ICLA related activities, including information management and archiving. This will include – but is not limited to – the successful implementation of construction/process, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.
6. Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC ICLA Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws).
7. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the ICLA project team, within other Core Competencies and with the Support Team.
Critical interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position include:
- Programmatic strategic and operations support: Project Manager, Area Manager, ICLA Specialist, M&E Communications staff, Protection staff
- Support functions: Area Manager, Human Resources, Finance, Logistics
- Security: Health, Safety and Security Officer

INGOs, NGOs and CSOs and other humanitarian actors and relevant local authorities.
