About Us:
NRC has been present in Ukraine since 2014. Since the escalation of the conflict in 2022, we have been continuously scaling up our response across the country and working with national partners to reach more people in need. We are providing life-saving assistance, such as food and basic relief items, to the most vulnerable people in eastern and southern Ukraine. And we are assisting hundreds of thousands of displaced people in the north and west with legal aid and information on access to services and shelter.

Role Overview:

The ICT Coordinator will play a leading role in strengthening our ICT function across Ukraine. The ICT Coordinator will be responsible for both providing direct support in the Kyiv country office and offering technical guidance and expertise to ICT officers and staff working in other locations of Ukraine.

What You’ll Do:

  • Accountable for adherence to all relevant NRC policies, guidance and procedures.
  • Accountable for the implementation of the global, regional and Ukraine specific ICT initiatives, tools, and systems
  • Responsible for development of new Ukraine specific ICT procedures, SOPs, guidelines and tools as needed,
  • Responsible for ICT control mechanisms of NRC operations across Ukraine to ensure compliance with NRC procedures, ICT policy and handbook
  • Responsible for technical guidance, support and capacity building of ICT staff and line managers to ensure implementation of ICT policies, strategies, tools and procedures in Ukraine.
  • As agreed by the Head of Support responsible for providing gap-filling support where practical in other offices; both virtual and physical (possible travel involved) based on needs,
  • Provide input into, and support managing the ICT budget; analysis of cost efficiency, recommendations on needs and balancing requirements to resources,
  • Ensure good quality, accurate, timely reports of ICT services are shared internally and to ICT HO in line with regulations & policy.
  • Liaise with ICT suppliers and be responsible for smooth and stable work of ICT / communication equipment (laptops, desktops, printers, network equipment, satellite phones etc.).
  • Ensure stable, smooth functioning of networks, both LAN (wired and Wi-Fi) and Internet connections, in offices and other premises rented by NRC. Ensure the timely updates of all software installed on ICT equipment.
  • Be responsible for, and maintain, accurate ICT registries: registry of ICT assets, license registry, sat phones registry, mobile Wi-Fi routers registry, etc. Follow and inform in advance the line manager about the expiration of licenses, ensure the timely procurement request for the new licenses.
  • Implement and support the backup system for NRC data. Ensure the regular backups for all required data, proper backup accounting and storage, in line with Security and ICT policies.
  • Report all potential fraud cases as per Whistleblowing policy.

You’re a perfect fit if you:

  • Have 4+ years of experience in the ICT field, preferably within the humanitarian sector or the ICT support field.
  • Possess excellent written and spoken English and Ukrainian communication skills. Knowledge of Russian is preferred.
  • Hold a degree in Engineering or Computer Science and possess a solid understanding of the TCP/IP protocol stack.
  • Have experience with mail systems (MS Exchange 2010), web servers (IIS, Apache), scripting languages (Windows/DOS batch), MS SharePoint, server maintenance, Visual Basic, and Excel macros will be highly advantageous.
  • Have a demonstrated ability to lead and manage staff, effectively utilizing matrix management principles.
  • Excel at identifying and resolving challenges.
  • Are a responsible, independent, and attentive individual with excellent stress management and diligence.
  • Possess strong administrative and time-management skills.
