1.     Organizational Context

 

a.    Organizational Setting

 

The post is located in the Information and Communication Technology (ICT) Department. The mandate of the ICT Department is to support the Organization’s strategic goals by ensuring the transformation of its information and communication technology systems and structures, with a focus on service excellence, quality, efficiency, and integration. The Department is in charge of the IT infrastructure and operations management; Enterprise architecture governance; Business solutions design and delivery; and the ICT portfolio and program management.

 

b.    Purpose Statement

 

The incumbent monitors and follows up on project and operational activities of the Department, including on IT portfolio, human resources, budgeting, information technology and procurement issues, and provides operational support to the Divisions to ensure the good functioning of the Department while remaining compliant with WIPO’s administrative procedures, instructions, and guidelines.

 

c.    Reporting Lines

 

The selected candidate will report to the Senior ICT Portfolio Management Officer.

 

d.    Work Relations

 

The incumbent will liaise extensively with relevant internal business and technical stakeholders across the Organization, and will work as well with external stakeholders such account managers, or onsite/remote consultants from our suppliers.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.   Lead the design and end-to-end implementation of a solution to track the Key Performance Indicators (KPIs) of the ICT Department. Working closely with business and IT managers, proactively gather functional requirements, plan and oversee their implementation with the technical teams, ensure the solution’s Quality Assurance, Transition-To-Operation, maintenance and support activities.

 

b.   Drive data collection, processing, and analysis activities to deliver insightful reports on approved KPIs to measure the performance of the ICT Department. Identify, design, and document new KPIs for the ICT Performance Dashboards and oversee their implementation with the technical teams.

 

c.   Oversee vendor and contract-related activities including the supervision of the yearly vendor performance review and the management and resolution of major issues. Organize and lead formal and informal tendering exercises to select our preferred IT vendors ensuring compliance with the Organization’s policies and best practices.

 

d.   Collaborating with the various stakeholders, lead and coordinate organizational change management undertakings related to ICT transition such as HR or procurement.

 

e.   Monitor, forecast, analyze and report on the corporate cloud consumption and alert on anomalies that arise. Proactively propose and implement solutions to rectify any issue and optimize cloud costs. Lead discussion on anomalies, current usage, and forecasts with our infrastructure major users.

 

f.    Advocate for Sustainable ICT to all internal and external resources. Develop and maintain the Sustainable ICT action policy and plan in collaboration with the business and technical teams. Represent the Department in meetings and/or working groups related to Sustainability.

 

g.   Advise Project Managers and Project Boards on tailored version of the project management framework based on PRINCE2. Review and provide detailed feedback on received IT projects documentation ensuring compliance with the corporate Project Management guidance and lead Project health checks activities. Ideate, document, and publish innovative improvements to enhance the corporate Project Management guidance.

 

h.   Perform project and/or product management following corporate project/product management guidance, and Quality Assurance activities on products and services as needed.

 

i.    Undertake any other tasks as required.

 

 

3.      Requirements

 

Education (Essential)

First-level university degree in computer science, information systems management, business administration or a related field.

 

Education (Desirable)

Certification in internationally recognized Project Management methodologies, such as PRINCE2.

 

Certification in Agile.

 

Certification or training in Sustainable ICT.

 

Experience (Essential)

At least six years’ relevant professional experience including in several or all of the following areas: Business administration, data analysis and reporting.

 

Experience (Desirable)

Working experience working with ERP based administrative systems.

 

Working experience with Cloud management financial solutions and cloud administration console.

 

Working experience with Environmental Management Systems.

 

Working experience in Organizational Change Management.

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Knowledge of other UN languages.

5.      Information

 

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the June 2023 rate of 82.2%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
