International Livestock Research Institute (ILRI) seeks to recruit a consultant to provide technical support in implementation of ASF project in Northeast India.

ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Scope of Work for the Consultant

  • Plan, implement and coordinate the African Swine Fever (ASF) management project of ILRI going to be implemented in five states of Northeast India through its local govt. and non-govt. partners.
    • Develop detailed project plans, including timelines, budgets, and resource allocation.
    • Coordinate and oversee project activities to ensure timely and successful completion.
  • Monitor project progress and make adjustments as necessary to meet objectives
  • Supervise and provide technical guidance to the project field staff for successful implementation of the project with technical backstopping from ILRI’s national and international experts.
  • Organise project related training, workshop, exposure visit etc. for the project partners and field implementers.
  • Draft awareness and capacity building materials related to ASF management through biosecurity improvement and other measures
  • Organise policy discussion and facilitate policy framing by state govt. departments for managing ASF.
  • Plan and manage finance of the project and comply with all financial reporting obligations of the donor and ILRI.
  • Draft progress report, technical report, research paper etc. as per the requirement of the project.
  • Maintain and strengthen working relationship with donor and various govt. and non govt. partners through high quality verbal and written communication.
  • Work closely with the Country Representative, India and fully support him in leading the project.

Final deliverables for the Consultant:

Concept notes, Project proposals

Consultancy Fee: By mutual agreement based on agreed milestones and deliverables.

Post location: ILRI-Guwahati, Assam.

Duration: Twelve months (Max working days: 220 days)

Terms of Appointment: This consultancy is only open to Indian Nationals only. The assignment is for a period of 1 (one) year.

Essential skills and qualifications

The selected Consultant should possess:

  • Masters in veterinary sciences with at least 5 years of experience in project planning, coordination and management.
  • Excellent technical knowledge and understanding on animal health issues and their management at community level.
  • Excellent knowledge and understanding on different livestock related issues in India and the ways of addressing those.
  • Demonstrated knowledge and capacity in implementing and coordinating complex multi-partners livestock sector project.
  • Proven track record of drafting high quality research papers, reports, policy briefs, training manuals etc. in English language.
  • Demonstrated capacity of successfully managing various project related activities, including manpower, budget, resources etc.
  • Demonstrated experience of engaging with senior level officers of donors, governments, non-governmental organizations, research organizations, universities etc.
  • Demonstrated capacity of representing organization in various forums and delivering high quality impactful lecture/ presentation.
  • Strong verbal and written communication skills in English.
  • Excellent interpersonal skills; demonstrated experience working in a multi-cultural team environment.
  • Ability to do multi-tasking with minimum guidance and support.
  • Ability to organize workshop, seminar, capacity building programme etc.
  • Ability and willingness to travel frequently in Northeast India as per the need of the project.
  • Strong computer proficiency for performing the stated tasks.
