Context
Established in 2006, IOM Lebanon has set a strong track record in delivering humanitarian life-saving services to the most vulnerable populations affected by crises, while developing models and partnerships for longer-term recovery and development. The Office is implementing activities across Lebanon.
Since October 2023, IOM Lebanon has been addressing the humanitarian needs of Internally Displaced Persons (IDPs) and supporting the Government of Lebanon to prepare for conflict escalation. From the onset of the recent escalation, IOM has worked closely with the government, UN counterparts and local partners to ensure a comprehensive response across six key areas: displacement tracking, site coordination, provision of basic assistance, health, and protection services, while ensuring the inclusion of migrants in preparedness and response efforts.
Site Management (SM) will provide support in both government and non-government sites, to assist IDPs living inside and outside collective sites, to connect them with humanitarian service providers and assistance to support their access to safe and dignified living conditions. Site monitoring, coordination and referrals to humanitarian service providers are required in order to ensure that appropriate Shelter, WASH, Protection and other essential services are available and appropriate for the needs of displaced populations
Under the overall supervision of the Emergency Coordinator, and the direct supervision of the Programme Manager (Site Management), the IM and Reporting Associate (Site Management) will monitor all Information Management activities related to the Site Management and Coordination operations.
- Liaise and communicate with the SM Sector to contribute to maintain high quality and timely flow of information and analysis between IOM Site Management Operations and the Site Management and Coordination Sector.
- Provide inputs for the development and management of data systems relevant to the SM operations.
- Collect, analyse and present data relevant to the SM Unit.
- Support to implement M&E frameworks and tools to track project activities and outcomes.
- Monitor the provision of timely, consistent, and compatible data and information from IOM and its partners on site management, coordination and monitoring activities for operational analysis and decision-making.
- Act as the focal point for data quality control, queries, feedback for all data gathered by the IOM & its partners.
- Support to workshops and trainings; support to prepare training materials and participate in delivering capacity building trainings on Sector or other IOM tools.
- Support in monitoring the use of Sector tools for referrals, Complaints and Feedback, Service Mapping, Site Monitoring.
- Contribute to the development of repositories of information and tools according to the IOM Site Managements’s pillars of response.
- Support adequate reporting and effective information sharing amongst all partners including Site Management and Coordination partners, other IOM units and the Site Management & Coordination Sector.
- Monitor all data responsibility and security standards for the Sector and IOM are adhered to.
- Perform such other duties as may be assigned.
Education
- Completed High School from an accredited academic institution with five years of relevant professional experience. or,
- University degree in Data Statistics Geographic Sciences, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Experience
- Minimum of two years’ operational experience in a similar role, either as a sector information management officer or data management officer for different international organizations (e.g. UN agencies, INGOs, Donors, IFRC or ICRC).
- Detailed knowledge of the UN System, and NGO humanitarian community.
- Knowledge of site management-related technical guidelines, standards, and indicators.
- Proven analytic skill and experience.
- Experience in web design and programming.
