JOB CONTEXT:

The Inclusion Technical Assistance expert (ITA)- Disability Inclusive Social Protection will be part of the Social Inclusion & Social Protection sector, together with the Global Specialist for Social Inclusion & Social Protection (project support, training, tools, and knowledge management) based in Brussels, and will report directly to the Director of the Resilience & Inclusion unit based in Lyon. The ITA expert- Disability Inclusive Social Protection) would bring new skills and expertise to this expanding area and support the Social Inclusion & Social Protection sector with the development of service offers, tailored technical assistance packages, new opportunities, leading specifically on larger scale project development and inclusion technical assistance.

YOUR MISSION:

The Inclusion Technical Assistance Expert – Disability Inclusive Social Protection is driving the development of new opportunities (inclusion technical assistance and major projects), external visibility on technical capacity in this technical area, partnerships, and high quality delivery of tailored inclusion technical assistance to a variety of external actors in the field of disability inclusive social protection, respecting HI’s mandate, policies and technical positioning.

The main aim is to develop and expand the HI’s profile and impact through:

1.      Development of Inclusion Technical Assistance service offers in the field of (Disability) Inclusive Social Protection

–          Marketing and development and making service offers: provide technical input to the Business and Marketing Development Officer to conduct a market assessment, identify priority iNGOs, multilateral organizations, etc., develop service officers, and related marketing and communication materials (brochures, PowerPoints, etc.), follow up on prospection and sending out service offers, etc. Specific technical focus on: access to social protection/community based social support services/Inclusive Case Management, Disability Assessment & Determination Mechanisms, Unpaid care and support work/care economy, Gender Equality, Disability and Social Inclusion (GEDSI) and inclusive social protection, Shock Responsive Social Protection (in link with anticipatory action, disaster risk reduction, and the cash-social protection Nexus).

–          Development of external and internal communication and marketing material: development of technical content for (tailored) global communication material (capacity statements, project sheets, etc.),  for HI’s external media to demonstrate HI’s longstanding experience in the field of disability inclusive social protection; development of internal communication such as a Disability Inclusive Social Protection Community of Practice, prepare info sheets with similar projects experiences, project databases, etc.

–          In response to a specific ITA request: support to (field ITA) or take the lead and coordinate with other experts (global, multi-country, major opportunity) to define deliverables; number of days per deliverable; identify human resources (internal, ITA roster, etc.); write the technical parts of the proposal, collect and recommend examples of previous project experiences, with the support of the ITA Operations Officer; support the ITA financial controller to develop the costing/establish a financial offer.

–          Development of tailored high quality delivery packages (adapting programming to specific ITA requests): with the support of the Global Specialist Social Inclusion & Social Protection (global or major opportunities) or country programmes, you will develop tailored high quality delivery packages (analysis, research, training, tools, reports, etc.), in preparation and on-demand.

2.      Implementation/delivery of Inclusion Technical Assistance in the field of (Disability) Inclusive Social Protection

–          Depending on the specific assignment/request for technical assistance and the composition of the team, as team lead or team member, you will be responsible for the implementation of the deliverables assigned to you.

–          In the case of team lead, you will be responsible for the technical coordination and follow up of the other team members, and will ensure the overall technical quality of the deliverables.

–          In cooperation with the ITA Operations Officer, manage and coordinate the ITA roster.

–          Technical coaching and support to (field) colleagues implementing ITA, in close cooperation with the Global Specialist for Social Inclusion & Social Protection (as limited internal staff trained on disability inclusive social protection).

3.      Business development in the field of (Disability) Inclusive Social Protection

–          Driving the development of new opportunities in the field of disability inclusive social protection by promoting HI’s disability inclusive social protection technical positioning approaches, know-how and expertise in relevant mainstream networks with the objective to form alliances and consortia, in close collaboration with the Global Specialist for Social Inclusion & Social Protection, Institution Funding department and selected country programmes; mapping opportunities.

–          Strategy development, monitoring, and analysis: Analysis/ mapping/prioritization of  key stakeholders, analysis of donor policies, understand decision making process & key focal points, understanding & monitoring wider contextual trends, support the definition of the value proposition, develop a global DISP development strategy & action plan, monitoring and inputting contacts and opportunities (CRM), prepare for the response to framework agreements, lessons learned sessions to improve future technical assistance/major projects, etc.

4.      Representation role:

–          Coordination of internal Working group Inclusive Case Management and related tools development and dissemination;

–          Representing HI in the UNICEF-led Global Working group on Disability Assessment & Determination mechanisms;

–          Support ongoing projects: focus on Tunisia, Jordan, Madagascar, East-Africa + DRC (DGD Nurturing Care);

–          Support technically the development of new projects in the field of Social Inclusion and Social Protection;

–          Respond to requests for technical support from external partners, colleagues in the HQ and field.

Requirements

YOUR PROFILE:

·         You hold a university degree in international development or any relevant area especially in relation to disability and inclusion

·         You have 5 years of relevant professional experience in social policy, social services, social protection, disability inclusion.

·         You have strong technical expertise in disability inclusive social protection

·         You understand the development and delivery of technical assistance, grant and business development proposal processes

·         You demonstrate strong communication skills on developing key ideas to a wide audience (e.g. developing briefs) and tailoring them to specific actors.

Fluent in English and French, other languages (Arabic, Spanish etc. preferable)

ACCESSIBILITY OF THE POSITION:
Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available. Concerning the building, elevators and access ramps are available.

This is a full-time position. From December 2024 until mid-April 2025 the ITA expert- Disability Inclusive Social Protection will cover part of the responsibilities of the Global Specialist Social Inclusion & Social Protection, and will take on the ITA expert position full-time starting May 2025. The successful candidate will regularly travel internationally, including to Europe/North America as well as to countries of intervention. In all the areas of responsibility below, the successful candidate will work closely with Global Specialist for Social Inclusion & Social Protection, but will take a lead on the development of Inclusion Technical Assistance opportunities and implementation

  • Type of contract: Fixed-term contract (CDD) until April 2025
