GENERAL INFORMATION

GGGI’s is closely collaborating with various Central and State Government Ministries/ Departments to support their transition towards Green Growth. GGGI is the lead for an international consortium – comprising HEAT International, Energy Efficiency Services Limited (EESL), and ASEAN Center for Energy (ACE) – working on Asia Low Carbon Buildings Transition (ALCBT) project across India, Thailand, Cambodia, Vietnam and Indonesia until 2028. In India, the ALCBT project will operate under the strategic guidance of the Ministry of Housing and Urban Affairs (MoHUA) across three states to:

  • Develop and deploy methodologies and tools that assess embedded and life cycle emissions in buildings.
  • Implement energy efficient cooling systems and other low carbon interventions across pilots.
  • Training and capacity building of stakeholders across the building’s ecosystem
  • Promote taxonomy to effectively channelize green finance to the low carbon buildings.
  • Promote awareness across wider ecosystem about the tools and experiences emerging from the project.
  • Advocate for policies that enhance NDCs, LEDS etc., by mainstreaming avoided emissions as a metric in the building codes as opposed to the present metric of electricity consumption etc.

The work plan of the IKI-ALCBT Project for 2024 in India targets intense technical activities like customization of Low carbon building tool for India (to be developed by HEAT international), Establishing the building registry covering about 1500 buildings in 3 states, Initiating the master training program under capacity building activities, Developing plan for delivery of training program, Preparation of policy reports and technical documents etc. This means there is a requirement of preparation of TOR of above activities, Quality check of the works by the outsourced consultant through proper due diligence and strong stakeholder mapping & management. Considering the diversified nature of subject expertise requirement, the service of a Technical Advisor having well understanding of subject matter and India’s Energy Efficiency landscape is strongly required to provide the technical guidance to the project team.

In this context of the ALCBT project and other efforts, GGGI is seeking a Technical Advisor to:

  • Provide technical guidance and support to the project.
  • Support engagement with relevant nodal ministries and state level agencies on technical matters
  • Outreach to relevant stakeholders across the ecosystem to generate maximum interest among the stakeholders.
  • Technical due diligence for relevant procurement of the services
  • Any other need-based support to the Regional Project Manager.

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

  • Graduate in Architecture from any recognized University is essential.
  • Master’s degree in sustainable building/Architecture/ Energy Studies is desirable.
  • Minimum of 10 years of post-qualification experience out of which 6 years should be in sustainable/ energy efficient buildings space.
  • Proven track-record of working with Central and State Government / Regulatory Agencies/ Multilateral / Bilateral / Donor organization in technical advisory on sustainable buildings is essential.
  • Strategic thinking with a proven track record in successful program monitoring and delivery.
  • Outstanding interpersonal, stakeholder engagement and consensus-building skills, ability to foster strong relationships with key government agencies, and understand their needs in India.
  • Strong oral and written English is essential, ability to speak Hindi is an advantage.
  • Qualified women candidates are particularly encouraged to apply.
