PROJECT BACKGROUND

With the support of the Government of the Republic of Korea (ROK), GGGI assists the Government of Indonesia (GoI), specifically the Bali Provincial Government, in transitioning to a more sustainable transportation through electric vehicle (EV) implementation. Bali Province (“the Province”) has a planning document, namely the Sustainable Urban Mobility Plan (SUMP) for the Sarbagita Metropolitan, that provides the comprehensive direction for a shift to a more sustainable transportation system. Additionally, a Regional Action Plan for EV implementation for the entire island is currently under development, covering the technical, institutional, and financial aspects of the transition.

In supporting the targets stated in these documents, GGGI is providing technical assistance to the Indonesian Government and the Government of Bali through the project “Piloting Electric Vehicle Systems and Developing a Green Transportation Investment Roadmap for Bali, Indonesia”. The Project covers aspects of planning, investment mobilization, and capacity building to realize an inclusive EV system in the province, which also includes piloting electric buses and supporting facilities. This project consists of three outcomes, including the implementation of a coherent and sustainable EV roadmap, increased investment opportunities and commitments to accelerate the use of EV, and strengthened human resource capacity and institutional framework involving public and private stakeholders. The project will last for five years (2023-2027) and GGGI has been appointed as the project implementer under the direction of the Ministry of National Development Planning (Bappenas).

OBJECTIVE OF THE ASSIGNMENT

The project is designed to establish the guidelines for operation and implementation of Battery based Electric Buses (BEB), aligning with Indonesia’s relevant climate policy and regulatory framework. To assist stakeholders with interest in deploying BEBs, the consultant needs to describe the decisions and considerations required for successful BEB implementation in the guidelines.

DELIVERABLES AND PAYMENT SCHEDULE

To achieve the project objectives, GGGI is looking for an individual consultant with proven work experience in electric mobility and battery management to support GGGI in the implementation of this project and expects following deliverables:

  • The Consultant shall submit the guideline report which should reflect the key data proceeding and application prepared by the consultant. This guideline report must consider the Indonesian context, such as climatic, social, cultural, political factors, etc.
  • All relevant papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the guideline Report.
  • The Consultant shall submit the report in an electronic version readable by a Microsoft Office application.
  • All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
  • The technical report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

The Consultant shall provide the following results:

Guideline report for implementing BEBs in Indonesia (including Bali Province), which includes:

  • Comparative analysis on policy and implementation for the BEB transition in countries, specifically utilizing the Buy-the-Service model in Indonesia
  • Indonesia-specific tailored BEB information
    • BEB benefits and barriers
    • Specifications of BEB technologies including e-buses, battery, charging equipment, etc.
    • BEB and charging equipment capital and operational costs Bus-related regulations review and recommendations
      • Testing, inspection, and validation rules and regulations per bus type
      • Recommended inspection and validation plan for each bus type
  • Operation, maintenance, and inspection guidelines
  • Personnel training guidelines
  • BEB safety and risk management guidelines
  • Data management guidelines (vehicle data, remote access, software update, etc.)
  • BEB deployment guidelines including the following among others:
    • Technology selection process
    • Bus routes selection process
    • Procedure to ensure alignment between charging station locations and bus mileage (travel time)
  • BEB Specification guidelines including the following among others:
    • Climate perspective (temperature, humidity, light transmittance, etc.)
    • Comfort (ventilation, seat arrangement, etc.)
    • Payment platform
    • Advertisement platform
    • Integration with ICT technologies including smart bus stops, maintenance and operation diagnostics etc.

This project is expected to be completed from 11 November 2024 until 11 February 2025 with a tentative timetable as follows:

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

  • At least 10 years (preferably 15) of experience of developing and managing electric mobility or/and battery technology projects.
  • Specific professional experience in electric mobility and battery technology.
  • Strong knowledge of E-mobility and familiarity with battery management.
  • Proven ability to independently work on assigned technical tasks as part of multi-disciplinary teams and provide high-value-added and technical insights to carrying out of activities
  • Skill, and knowledge of Microsoft Office application
  • Demonstrates a project manager’s professional experience of handling relevant tasks in the e-mobility sector and ability to respect the confidentiality of such information while working with GGGI and its partners.
