PROJECT BACKGROUND

With the support of the Government of the Republic of Korea (ROK), GGGI assists the Government of Indonesia (GoI), specifically the Bali Provincial Government, in transitioning to a more sustainable transportation through electric vehicle (EV) implementation. Bali Province (“the Province”) has a planning document, namely the Sustainable Urban Mobility Plan (SUMP) for the Sarbagita Metropolitan, that provides the comprehensive direction for a shift to a more sustainable transportation system. Additionally, a Regional Action Plan for EV implementation for the entire island is currently under development, covering the technical, institutional, and financial aspects of the transition.

In supporting the targets stated in these documents, GGGI is providing technical assistance to the Indonesian Government and the Government of Bali through the project “Piloting Electric Vehicle Systems and Developing a Green Transportation Investment Roadmap for Bali, Indonesia”. The Project covers aspects of planning, investment mobilization, and capacity building to realize an inclusive EV system in the province, which also includes piloting electric buses and supporting facilities. This project consists of three outcomes, including the implementation of a coherent and sustainable EV roadmap, increased investment opportunities and commitments to accelerate the use of EV, and strengthened human resource capacity and institutional framework involving public and private stakeholders. The project will last for five years (2023-2027) and GGGI has been appointed as the project implementer under the direction of the Ministry of National Development Planning (Bappenas).

OBJECTIVES OF THE ASSIGNMENT

The objective of the assignment is to establish the emissions tool for e-mobility adoption in Indonesia. The emissions tool is designed to estimate and track the environmental impact of electric vehicles (EVs) and their infrastructure. These tools often consider both direct and indirect emissions. The tool allows users or companies to estimate the carbon footprint of their electric vehicles based on usage and electricity sources, such as energy consumption: Input data for vehicle efficiency (kWh per mile/km) and electricity grid emissions intensity; and comparative analysis per vehicle types: Compare emissions against traditional vehicles or other modes of transportation. The consultant is required to develop emission tools that is designed based on Indonesia specific conditions and data..

DELIVERABLES AND PAYMENT SCHEDULE

To achieve the project objectives, GGGI is looking for an individual consultant with proven work experience in electric mobility projects and emission inventory development to support GGGI in the implementation of this project and expects following deliverables:

  • The Consultant shall submit the GHG emissions tool for e-mobility with following data and information:
    • Data collection, calculation, and comparative analysis of Indonesian GHG emissions considering energy sources, regions and other key factors that should be counted for the e-mobility emission tool development. The data collection includes, but not limited to gathering up-to-date data on grid emission factor, fuel conversion factor, generation efficiency, power plant load factor, etc. that are required for GHG calculations.
    • Acquisition of average fuel efficiency and annual driving distance data for Indonesian internal combustion engine vehicles as part of Carbon footprint calculation.
    • Acquisition of average electric vehicle efficiency data for introduced electric vehicles (buses, cars, two-wheeled vehicles).
    • Vehicle Lifecycle Assessment to evaluate the emission impacts of vehicles throughout their entire life cycle, from manufacturing to end-of-life. The assessment is associated with materials extraction, production, use, and disposal.
    • It is required to submit a guideline report for the tool, which should reflect the key data proceeding and application prepared by the consultant.
    • All relevant papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the guideline Report.
    • The Consultant shall submit the tool in Microsoft Excel format and the report in both hard copies and electronic versions readable by a Microsoft Office application.
    • All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
    • The technical report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

The Consultant shall provide the following results:

v E-mobility emission tool (Excel format) including the raw data.

v A guideline report, which includes emission estimation methodology, comparing data collection, data proceeding, and application.

v Presentation of the results to relevant stakeholders.

This project is expected to be completed from 11 November 2024 until 11 February 2025 with a tentative timetable as follows:

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

  • At least 10 years of experience of developing and managing GHG emission tools and carbon projects, especially on urban transportation.
  • Specific professional experience in GHG emission calculation and emission tool development.
  • Strong knowledge on the development of carbon reduction methodology and familiarity with carbon cooperation mechanisms.
  • Proven ability to independently work on assigned technical tasks as part of multi-disciplinary teams and provide high-value-added and technical insights to carrying out of activities.
  • Skill, and knowledge of Microsoft Office application
  • Demonstrates a project manager’s professional experience of handling relevant tasks in the e-mobility sector and ability to respect the confidentiality of such information while working with GGGI and its partners.
