Terms of Reference
Background:
The International Food Policy Research Institute (IFPRI) will conduct an impact evaluation study of the Labor Intense Works Program in Yemen, which is endorsed by the Foreign Commonwealth Development Office (FCDO), the KfW Bankengrouppe (KfW) and the Social Fund for Development (SFD). IFPRI will conduct an impact evaluation measuring the impact of the Cash for Work interventions on agricultural production, food security, and resilience capacity of beneficiaries.
The consultant will support the project’s research and data collection-related activities in Yemen including: assisting in communication and coordination between different implementing partners during the project’s design and implementation phases; contributing to the development and translation of the household and community survey tools; supervising the enumerators and fieldwork staff trainings; contributing to and supervising the piloting/pretest of household surveys; supervising the rollout of fieldwork activities and data collection alongside the survey firm in the Northern and Southern governorates of Yemen; monitoring incoming data and managing communication with the survey firm on any issues identified; assisting with data cleaning and reporting on all activities; assisting with data analysis; engaging in capacity building with the survey firm; providing general project support.
The consultant will attend the necessary meetings throughout the planning and implementation phases. The consultant may also be required to attend discussions related to data collection approvals and permissions as advised by IFPRI, KfW, FCDO and the survey firm. The consultant will attend survey firm’s enumerators’ trainings. Some international travel may be required.
Required qualifications:
· Master’s degree in economics, Agricultural Economics, Health Economics, Statistics or closely related fields.
· A minimum of 2 years’ work experience in academia, the private sector, a development-oriented organization, or comparable institution in the area of impact evaluation.
· Good knowledge of impact evaluation and quantitative econometric methods.
· Excellent analytical mind and drafting skills
· Demonstrated fluency in written and spoken Arabic
· Good command of written and spoken English
· Excellent interpersonal skills and to work in a team-oriented multi-cultural environment
· Demonstrated ability to multi-task as needed, consistently meet deadlines and manage time well
· Demonstrated professional level of attention to detail and accuracy of work
· Ability to work independently and with initiative
· Ability to participate in fieldwork/data collection process
· Willingness to travel
Desirable knowledge, skills and abilities:
· Familiarity with the literature on agriculture, social protection, nutrition, food security and poverty reduction
· Previous experience related to impact evaluations of agriculture, social protection or nutrition programs and policies
· Good knowledge of STATA programming

Deliverable #1
· Review qualitative existing evidence about Cash for Work in Yemen
· Sampling frame to be followed up and finalized across different partners
Deliverable #2
· Survey modules in English and possibly in formal Arabic
· Participate in preparing the training of trainers of the survey firm
· Attend training of trainers of the survey firm in Cairo
· Review full list of households in each community

Timeframe/duration of work:
IFPRI anticipates that the time required for this contract will be approximately 76 working days beginning December 2023 through April 2024.
