Purpose: The Monitoring and Evaluation Analyst contributes to the implementation of UNFPA’s 9th Country Programme (2024-2028) by providing monitoring, evaluation, and research support for UNFPA’s humanitarian-development-peacebuilding (HDP) nexus programming in Mindanao. The M&E Analyst will be primarily responsible for providing technical guidance in M&E quality assurance and help strengthen the capacity of UNFPA staff and implementing partners in programme planning, M&E, and research.

As an M&E Analyst, you will be responsible for providing monitoring, evaluation, and research support for the projects in Mindanao through the following:

  • Establishing an integrated M&E framework and plan for UNFPA’s HDP programme in Mindanao that is consistent with and contributory to the 9th CP Document and its overall Theory of Change, accounts for the collective contribution of all core-and non-core funded interventions to the overarching objectives of the HDP programme in Mindanao, and includes the identification of performance and results indicators and milestones as well as development of appropriate M&E tools;
  • Ensuring the availability of timely and quality data and information needed for planning, monitoring and evaluation;
  • Process and outcome documentation of implemented HDP nexus interventions through the design and implementation of a parallel operations/implementation research;
  • Providing M&E reports necessary for management of operations and decision making; and
  • Developing recommendations to UNFPA management based on the analysis and assessment of the M&E data collected.
Scope of work:

Under the supervision of the Head of Sub-Office and with technical guidance from the UNFPA Country Office (CO) M&E Analyst, the M&E Analyst will carry out the following tasks:

Planning, Monitoring and Evaluation, and Research Support for the Implementation of UNFPA HDP Programme in Mindanao

  • Assist the UNFPA Mindanao team in the preparation of the Results and Resources Plan [RRP] (e.g. identifying the appropriate output indicators, annual targets and quarterly milestones), and ensure accurate inputs to the quarterly and year-end reporting on HDP Nexus programme results in alignment with donor policies and UNFPA requirements;
  • Guide the UNFPA Mindanao Team and implementing partners in preparing Work Plans in the right format with narratives and SMART indicators, targets and baselines, and reviewing quarterly monitoring reports submitted by implementing partners to ensure that they are results-focused and aligned with the CO Results and Resources Plan (RRP);
  • Review and provide inputs to the M&E frameworks of non-core-funded initiatives to ensure compliance to RBM standards and alignment with the CO RRP and the overall 9th CP Theory of Change;
  • Ensure data quality and accuracy of M&E data from relevant partners throughout the HDP Nexus programme cycle;
  • Compile and analyse data for each 9th CP Output and its indicators and milestones relevant to the HDP Nexus and present analytical reports to management on a regular basis;
  • Assist in updating and implementing the programme’s overall M&E Plan and Calendar;
  • Contribute to the knowledge management on planning and M&E, by ensuring that the outcomes of key interventions are properly documented, distributed and discussed;
  • Provide technical support, training, and mentoring to M&E focal persons and staff of implementing partners and key stakeholders;
  • Assist in the preparation of annual review and reporting documents to donors and UNFPA internal reports; and
  • Oversee the preparation and finalization of the HDP Nexus Programme Implementation Reports which includes the documentation of the programme operations, challenges encountered, and lessons learned, including case studies, to capture qualitative outputs of the programme.

Partnerships, Coordination and Advocacy

  • Support the dissemination of findings, conclusions, and policy recommendations of the project to the various target audiences in Mindanao, in close coordination with the UNFPA Mindanao Head of Sub-Office, CO M&E analyst, Communications officer;
  • Closely work with M&E staff of implementing partners and UN Agencies where UNFPA is in a joint programme with, for collective planning, monitoring and evaluation activities, facilitate cross-learning and establish accountability among UN agencies.
  • Provide M&E support to events relevant to the attainment of HDP Nexus programmet targets.

Duration, working schedule, fee basis (daily / weekly / monthly / lump sum / per deliverables) Duration is from May until December 2024. This is a full-time consultancy.
Place where services are to be delivered: Duty Station: UNFPA Cotabato Sub-Office, Cotabato City
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks
Monitoring and progress control, including reporting requirements, periodicity format and deadline: The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Head of Sub-Office.
Supervisory arrangements: The M&E Analyst is based in the UNFPA Sub-office in Cotabato City, and will work under the overall supervision of the Head of Sub-Office and with technical guidance from the UNFPA CO’s M&E Manager. He/she will also work in coordination with the Programme staff in the CO, and other Country Office technical and operations units.
Expected travel: In the performance of the scope of work, the M&E Analyst may be requested to travel as the need arises.
Required expertise, qualifications and competencies, including language requirements: The M&E Analyst should possess the following qualifications and competencies:

Education:

Advanced degree in Social Sciences or Bachelor’s degree with at least two (2) years of qualifying experience with a focus on monitoring and evaluation, operations research, data collection, and analysis of data may be accepted in lieu of the advanced university degree.

Knowledge and Experience:

  • Substantive knowledge and practical experience in Planning, Monitoring and Evaluation, Operations Research, Information Management, and/or Programme Management would be desirable.
  • Prior experience in the monitoring and evaluation of projects and/or programs on promoting sexual and reproductive health and rights, addressing gender-based violence, gender equality, women’s empowerment, protection, human rights programs and/or projects, including in humanitarian situations, would be desirable.
  • Strong data analysis and computer skills including proficiency with Word, Excel,
  • PowerPoint, statistical software as well as database software.
  • Field experience is a strong asset.
  • Ability to travel to conflict-affected areas.
  • Familiarity with the UN System will be an advantage.
