• One SE4U workshop on UNTOC self-assessment questionnaire is successfully implemented.
• One SE4U online course is effectively implemented for targeted stakeholders.
• The number of WhatsOn members is increased to 700 profiles and management of Phase II is provided.
• One SE4U Regional Network is established.
• Three Constructive Dialogues are successfully implemented.
• Reports of the SE4U trainings and SE4U e-learning course are drafted.

Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime. The Convention is further supplemented by three Protocols which target specific areas and manifestations of organized crime: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Its purpose is to promote cooperation to prevent and combat transnational organized crime more effectively.

Through the GLOU68 programme, UNODC specifically works to facilitate meaningful participation of relevant stakeholders in the UNTOC Review process. Over the past years, UNODC has engaged with CSOs in the sessions of the Commission on Crime Prevention and Criminal Justice (CCPCJ), the United Nations Crime Congress and the Conference of the Parties to UNTOC (CoP UNTOC), developing a network of some 500 CSOs working on issues related to crime prevention.

In order to ensure meaningful engagement with relevant stakeholders in the implementation of UNTOC, the UNODC Civil Society Unit (CSU) is implementing the project Stakeholder Engagement for the UN Convention against Transnational Organized Crime (UNTOC) – SE4U, its review mechanism and related activities. The Project’s main objective is to facilitate broad and inclusive engagement of non-governmental stakeholders’ (NGOs, private sector, and academia) in the implementation of the UNTOC Review Mechanism, with the view to supporting Member States in a successful implementation of the Convention in accordance with Resolution 9/1, including through “constructive dialogues”.

In close collaboration with the CSU team, under the supervision of the Programme Officer and in collaboration with the SE4U project team, the contractor will support the following activities related to SE4U project:

• Support the delivery of the targeted SE4U trainings
• Support the SE4U online course
• Support the management of WhatsOn knowledge hub
• Support the communication with UNODC regional office and local partners for the establishment and operation of the SE4U Regional Networks in Africa, Asia, Europe and the Americas
• Support the Constructive Dialogues in September and October 2023

Qualifications/special skills

• High school diploma or equivalent is required.
Limited professional experience in an international environment covering the area of crime is required.
Proven professional expertise and practical experience in project management involving partners from different entities (UN, Governments, private sector, etc.) is required.
Proven working experience with UN programmes, policies, guidelines and procedures is required.

Languages

• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
