Duties and Responsibilities

UNODC acknowledges the need to promote stronger partnerships with civil society organizations (CSOs) in dealing with complex issues at global level. The active involvement of civil society is essential to help UNODC carry out its global mandates. The UNODC Civil Society Unit (CSU) manages the global GLOU68 programme “Partnership and Engagement with Non-Governmental Stakeholders on Anti-Corruption, Drugs, and Crime Prevention”. Within the framework of GLOU68, CSU facilitates the dialogue between civil society, Member States, and the private sector in the fight against corruption, drug abuse and other crimes. The Commission on Narcotic Drugs (CND) is one of the governing body of UNODC that decide with the participation of civil society on drug policy.

UNODC is the guardian of the United Nations Convention against Corruption (UNCAC), which entered into force in December 2005. UNCAC is the first global legally binding instrument which covers public and private, domestic and international corruption. It includes strong anti-corruption measures on prevention, criminalization and law enforcement, international cooperation and asset recovery. In 2009, a review mechanism for the Convention was adopted, consisting of two cycles. The first cycle (2010-2015) will review the implementation of the provisions under Chapters III Criminalization and Law Enforcement and IV International Cooperation. The second cycle (2016-2023) is reviewing the implementation of the provisions under Chapters II Preventive Measures and V Asset Recovery. Article 13 of the UNCAC encourages Member States to involve civil society in the review process.

The anti-corruption module of the GLOU68 programme aims to strengthen the voice of civil society in the national and international fight against corruption by facilitating their participation in intergovernmental meetings, workshops on the Convention, roundtables and grant schemes. To implement anti-corruption activities, the UNODC CSU works closely with other substantive offices, such as the Corruption and Economic Crime Branch (CEB) in the Division for Treaty Affairs (DTA) and engages with relevant NGOs through regular communication, e-platforms, social media and NGO Unit mailbox.

Currently, the CSU is implementing “Southeast Europe together against Corruption (SEE-TAC)” programme, in partnership with RAI and with support received from ADA. As next steps, project partners will be rolling out the Anti-Corruption Advocates Initiative and preparing for Civil Society Workshop to be held in Montenegro in September 2023, and a regional private sector workshop to be held in October 2023. Furthermore, the CSU will be working to facilitate civil society participation at the tenth session of the United Nations Convention against Corruption (COSP10 UNCAC) that will be held in Atlanta during 11-15 December 2023.

Under the supervision of the Associate Programme Officer and the overall guidance of the Chief of the Unit, the Contractor will be responsible of the following activities:
• Support Civil Society participation during the Global Conference on Harnessing Data to Improve Corruption Measurement (31 August – 1 September 2023);
• Assist in preparing documentation for the Anti-Corruption Advocates initiative, support liaison with selected participants, and draft the activities report;
• Assist the evaluation of the SEE-TAC Phase II;
• Support preparations for the Civil Society Workshop in Montenegro, September 2023;
• Support the implementation of the TPB Youth-led Terrorism Prevention Programming;
• Support preparations for the Private Sector training to be held in October 2023 in the Balkans;
• Assist preparations for the United Nations Convention against Corruption (COSP10 UNCAC) that will be held in Atlanta, USA on 11-15 December 2023, and its Civil Society Forum to be held on 10 December 2023.

Qualifications/special skills

High school diploma or equivalent is required.
Limited professional experience in an international environment covering the area of anticorruption or crime is required.
Familiarity with the UN Convention against Corruption and its implementation in Southeast Europe is required.

Languages

• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
