This position is located within the United Nations Interim Administration Mission in Kosovo (UNMIK) and the incumbent will be based in Pristina. The Information Analyst will serve as the head of the JOC/JMAC and report to the SRSG through the office of Chief of Staff.
Responsibilities
Within delegated authority, the head of UNMIK’s integrated JOC/JMAC will be responsible for the following duties: Ensure the timely fulfillment of all JOC/JMAC Mission-level and system-wide responsibilities, including as regards situational awareness and integrated analytical requirements. Plan and organise JOC/JMAC workflows and oversee the management of staff and resources, including the performance appraisal, recruitment in lines of commitment to diversity, staff development, training etc., and preparation of sound budget proposals for the section. Identify, in coordination with other offices, potential research and analytical topics and, as required, plan, design, collect, coordinate consolidate inputs and/or draft and disseminate final products. Collect, evaluate and analyse information related to developments/events relevant to the implementation of the Mission mandate, using a variety of sources, including Mission civilian/military/police components, the UN Kosovo Team, other international organisations, NGOs, and other relevant stakeholders. Produce timely integrated analyses, assessments, maps, etc. as per JOC/JMAC areas of responsibility to support decision-making, policy development and planning by Mission leadership. Ensure information security as well as proper clearance and dissemination of agreed products. As required, support other sections and offices by providing background information, technical assistance, editing and reviewing reports. Coordinate with relevant Mission components to ensure the development, implementation and updating of JOC/JMAC tools, such as Priority Information Requirements (PIRs) and collection plans. Implement and update, when required, relevant UNMIK policies and SOPs thereof. In a “whole-of-mission” context, play a leading role in implementing the Mission’s data strategy vision, including relevant elements of the SG’s Data Strategy, DPO’s Digital Transformation Strategy and UN 2.0, under the direction of the Office of the Chief of Staff. Actively identify, test and implement new data-focused analytical methods and tools for JOC/JMAC and other offices. Serve as the UNMIK focal point for the implementation of UN policies such as peacekeeping-intelligence (and related guidelines), the Joint Operations Centre policy, the Joint Mission Analysis Centre policy, and the DPO Integrated Reporting from Peacekeeping Operations to HQ SOP. Perform any other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in the field of information analysis, political science, international relations or related field, is required. Excellent analytical, drafting and briefing skills are required. Experience in a UN peacekeeping or other field operation is required. Experience supervising or managing teams is required. Demonstrated experience in designing/implementing data-driven processes is required. Demonstrated knowledge of the UN’s policies relevant to JOCs/JMACs and data-based analytics, as well as experience in implementing these policies is required. Experience in a JOC or JMAC is desirable. Demonstrated experience using analytical software tools, such as Microsoft Power BI, SAGE, and social media monitoring/analytical platforms, is desirable. Knowledge of the Mission’s geographical region of operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
