Org. Setting and Reporting This position is located in the United Nations Mission in South Sudan (UNMISS) in Juba. Juba is classified as an “E” hardship duty station and a non-family duty station. The incumbent reports to the Chief of Joint Mission Analysis Center (JMAC).
Responsibilities
Responsibilities Within delegated authority, the incumbent will be responsible for: • Oversee and coordinate the Information Management Team in JMAC, including providing leadership and guidance on the use of information management systems, available digital resources, data and geospatial analysis tools; • Manage (research, collection, coordination and analysis) of information as a basis for enhanced planning and decision-making by Senior Mission Leadership.
• Maintain an understanding of the political, security, socio-economic, development and humanitarian situation in the mission area and in the region.
• Support the efforts to identify, analyze and monitor developments, trends and emerging issues with respect to the implementation of UNMISS’ mandate.
• Classify, manage, store and transfer information by using JMAC information management processes and systems; • Organize, analyze and synthesize information for the identification of trends, production of forecasts and assessments.
• Assist in producing accurate and timely JMAC analytical products and briefings, in coordination with other Mission components and sources. Assist in the development and coordination of JMAC tools, such as Information Requirements (IRs), in consultation with all relevant information collection components of the Mission. Contribute to effective working relationships within the JMAC and other UN Mission components, the UNCT and relevant external actors and organizations.
• Maintain a system for classifying and storing confidential information, based on sound information management/technology expertise.
• Manage the Mission wide information management system – the Situational Awareness Geospatial Enterprise (SAGE) database. Develop visualization products by working with data analytical tools (PowerBI) and geographic information system (ArcGis, QGis, etc.);
• Perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in information management, information science and information systems, political science, international relations, foreign affairs, law, or related field is required. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree. Work Experience A minimum of five years of progressively responsible experience in information management and data management, information analysis, international and political affairs, political journalism, diplomacy, development, security operations, conflict resolution, humanitarian affairs, human rights, or a related field is required. Extensive experience in conducting independent research drafting high quality analysis documents under tight deadlines is required. Experience working in a multicultural and multidisciplinary team is required. Experience of working with good knowledge of SharePoint or similar file management systems as well as strong knowledge of Excel, PowerPoint and Word is required. At least two years of work experience in conflict or post-conflict field operations is desirable. Experience with Geographic Information System tools (ArcGIS), information management databases especially SAGE, data analysis tools (PowerBI), Intelligence Analysis platforms (such as IBM iBase and Analyst Notebook) is desirable. Experience in briefing senior officials on complex or multidimensional issues is desirable. Languages English and French are the working languages of the United Nations Secretariat.
