- The Command Group consists of the Commandant, the Dean, the Director of Enablement (DOE), the Director Academic Operations Division (DAO), the Director Academic Plans, Policy and Engagement Division (DAPPE), the Director Research Division (DRD), the Executive Coordinator (EXCO), the Assessment and Lessons Learned Officer and the Head Public Affairs Office (HPAO). The Commandant oversees the academic functions of the College through the Dean and the enabling functions via the Director of Enablement; the activities between the academic and enabling components of the College are coordinated by the EXCO. The Office of the Commandant is supported by personal staff which includes a Military Assistant, Aide-de-Camp, Staff Assistant and Driver. The Office of the Commandant is supported directly by the Office of the Executive Coordinator, the Public Affairs Office, and the Assessment and Lessons Learned Office.
- The EXCO role is to interact directly with the Commandant`s Military Assistant, Dean’s Military Assistant and Deputy Director of Enablement to coordinate aspects of the Academic and Enablement Directorates of the College and College-wide calendar, correspondence and task management systems and thereby providing an accessible working-level point of contact for IMS/IS at NATO HQ and for other external agencies. The EXCO supervises the Central Registry (CR) as part of an Information and Knowledge Management (IKM) function.
- Principal Duties.
- The IKM supports the NDC through proper and timely processing and analyzing of NDC information and communication, while advising and taking appropriate actions, as follows:
- Serving as the NDC lead on IKM (NDC Senior IM Official).
- Providing timely IKM advice to the Commandant, the EXCO and the Command Team. This involves attending regular staff meetings and briefing the EXCO or Command Team when advice is needed in relation to managing information or knowledge within the NDC. The IKM also acts as the liaison with the NDC’s CIS, and NCIA staff and regularly attends IM meetings. Relevant information gathered from these meetings is reported to EXCO or Command Team as appropriate.
- Promoting strategies to speed discoverability and expand accessibility, delivery, and understanding of information needed for NDC decision making.
- Overseeing service delivery of NDC collaborative capabilities.
- Analyzing business processes and developing improved methods of collaboration, which sensibly apply information security and data protection principles.
- Supporting proper and timely communication within the NDC, on both NATO and public platforms. This involves managing a Microsoft Office SharePoint Server (MOSS 2007) Portal to facilitate the creation, storage, and sharing of documents such as policies, guidance, assessments, reports, memoranda, background briefs, etc.. These are used to properly inform the NDC Command Team and Staff. The NDC Portal also facilitates the coordination of meetings, training, and other events through the use of web-based joint master calendars and registration forms. Managing Portal information involves the following duties:
- Improving existing staff processes using available technology (MS Office, NDC Portal, and Document Retrieval System, NDC joint master calendar) as applicable.
- Assisting and training users as needed.
- Creating new Portal sites, lists, or webparts as needed.
- Managing access controls and permissions of documents on the NDC Portal.
- Conducting monthly portal training sessions.
- Coordinating with the Server administrator to resolve Portal issues.
- Supporting the NATO Information Management Authority (NIMA) Working Group. This involves attending NIMA Working Group meetings with the CIS representative to discuss and draft Information Management strategy, policy, and guidance for all NDC. This also includes regularly reviewing and contributing to these strategy, policy, and guidance documents either in syndicate format or via the NIMA website and forum.
- Developing IKM Policies and Guidance for the NDC. This involves translating NIMA policies and guidance into IKM policies and guidance that are applicable to the NDC, such as the possible future NDC IKM Plan and the NDC Standard File Naming Convention:
- Information management tasks, in coordination with NIS, include:
- Support the SIO and CIS in the establishment and maintenance of the IM Plan.
- Facilitating the implementation of the IM plan.
- Identifying and recommending IM improvements.
- Monitoring service delivery in support to IM.
- Evaluating and making recommendations toward internal IM report.
- Ensuring NDC’s adherence to IM standards.
- Coordinating and contributing to IM education, training and awareness.
- Liaising with higher level Information Managers (NATO HQ).
- Special Requirements and Additional Duties.
Flexibility Clause: The incumbent may be required to perform other related duties as directed. ‘Other duties’ should be similar, albeit in a different organizational element, to that which the individual normally works.
- Essential Qualifications.
- Professional/Experience.
- A minimum of 5 years’ experience in Information and Knowledge Management or in the related fields of Information Management (IM) or Knowledge Management (KM) is required.
- Must possess good personal qualities including leadership and have good managerial and organizational skills.
- Broad staff experience at NATO HQ, national MODs, higher national military staffs or in international appointments or International Organizations.
- Experience and interest in political-military and military strategic matters.
- Standard Automated Data Processing (ADP) Knowledge: Use of MS-Office applications are crucial to the effective and successful execution of daily duties.
Advanced working user experience with MS Word, Excel, Power Point and E-mail/Outlook. Advanced working user experience in programming MS Share Point, and MS Access database professional knowledge of web-portals.
- Education and Training.
- University degree (Bachelor’s equivalent) in Information Management, Information Technology, or a related field. Alternatively, a Higher Secondary Education and Vocational Training or equivalent educational level with minimum 5 years working experience in Information Management, Information Technology, or a related field.
- Vocational Training or equivalent educational level in techniques for managing information within portals and other web-based content management systems (CMS).
- Language Requirements.

- Desirable Qualifications.
- Professional/Experience.
- University degree (Master’s equivalent) in Information Management, Information Technology, or a related field.
- Familiar with administrative management procedures, collaborative processes, web portal design/creation, and effective training methods.
- Education and Training.
- Specialist NATO ADP courses related to Information and Knowledge Management environment.
- Attendance to the NATO Information and Knowledge Managers Course at the NATO School as soon as possible upon accepting employment and no later than 1 year.
- Language.
- French (SLP 2222) – STANAG 6001.
- Attributes/Competencies.
Personal Attributes.
Working in an environment where priorities, stress and urgency may conflict, the IKM should be able to remain calm, while flexible. The IKM should have good customer orientation attitude and be able to analyze, understand and find the right solutions for colleagues’ needs and NDC exigencies.
Managerial Responsibilities.
The post does not have managerial responsibilities; however, his/her outputs and systems impact the overall structure and especially academic needs.
Professional Contacts.
Professional collaboration with NDC colleagues at all levels, particularly with NATO Information Management Authority (NIMA) and NATO HQ.
Contribution to the Objectives.
The incumbent is crucial to supporting the business model of any organization and even more so in an Academic Environment. The information and knowledge management is supported by the IM framework from the NATO enterprise and Academic network. S/he requires as a prerequisite a sound implementation of IM, and a good understanding of NATO and the academic environment.

Work Environment.
There is also an expectation to sometimes work outside normal office hours, and a requirement to potentially travel as part of the appointment.

- Contract
Serving NATO civilian staff will be offered a contract according to the NATO Civilian Personnel Regulations.
Newly recruited staff will be offered a definite duration contract of normally 2 plus 3 years in duration and followed by an indefinite duration contract.
If the successful applicant is seconded from a national administration, he/she will be offered a two year definite duration contract which may be renewed for a further period not exceeding six years and/or the length of the approved secondment.
