DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $10million, and with approximately 180+ staff, DRC is focusing its response in protection and economic recovery sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and RIMS teams.

The Information Management (IM) officer will be responsible for the management, analysis and sharing of data related to program activities as well as DRC’s population of concern, with the aim to provide reliable, quality and comprehensive information that supports the development of an evidence-based humanitarian response.
Your main duties and responsibilities will be:

He/she will be also supporting the information management activities related to the closure of the “Linked” and “SPS” Consortium’s projects funded by EUTF (Madad) and implemented by 4 NGOs (DRC, Mercy Corps, OXFAM and Al Majmoua). The IM Officer will be responsible for providing technical assistance in relation to the information management system that partners are using to collect, store and analyse data related to the persons of concern, services delivered and all program activities. The system is called EcRIMS and it is managed by the DRC Information Management team. Furthermore, he/she will be supporting in other functions such as data extraction, validation, analysis, reporting figures, creating tools with the aim to provide reliable, quality and up-to date information.
In liaison with the MEAL Manager, Information Management Specialist at DRC and under the supervision of the Consortia Manager, he/she will provide technical assistance to CMU in relation to EcRIMS system, specifically:
- Support in EcRIMS related tasks and functionalities
- Support partners in EcRIMS data validation
- Ensure EcRIMS data is up-to date in a timely manner
- Lead data migration from Google Sheets and other data management platforms to EcRIMS
- Conduct data quality checks for all the partners
- Support data extraction and extraction requests and formats by implementing partners from the ECRIMS system supporting the implementation of the LINKED Consortium programs using PostgreSQL queries. This includes coordination with the consultant recruited to conduct the External Evaluation of the SPS and LINKED projects.
- Coordination with Programme, IM and MEAL teams from partner organizations, to ensure programme data is uploaded to EcRIMS, conduct quality checks and validate data uploaded to the system
- Extraction of reporting figures that feeds into reporting requirements:
- UNHCR System (RAIS)
- Activity Info
- Internal Monitoring Table (IMT)
- Quarterly Information Note (QIN)
- Information dissemination
- Drafts information products such as charts and infographics by turning data into graphic products to facilitate the dissemination of information to external stakeholders for the purpose of reporting and information sharing.
- Manage attendance data on google drive, on which the ECRIMS functions for the calculation of program’s participants:
- Validate new attendance sheets
- Link new attendance sheet from different folders into one master sheet
- Migrate master sheet data into different templates used for reporting and data migration
- Migrate attendance data to PostgreSQL database
- Create, update, and maintain Powerbi dashboards:
- Create database views
- Create graphs and charts using power-Bi
- Update and publish the dashboards on daily basis
- Provide refresher trainings related to the ECRIMS system
- Create/update ODK tools
- Attend relevant meetings with the consortium Technical Working Group, kickoff and follow up meeting with the External Evaluator, and other meetings as requested by the Consortia Manager
- Provide IM technical support to all LINKED consortium members
- Any other duty requested by CMU and/or Information Management Team

The Information Management Officer supports DRC Lebanon programme objectives through the provision of high-quality information products and services, ensuring all programme sectors have access to essential information for analysis and decision-making. The Information Management Officer participates in the development of systems rolled out in DRC Lebanon Alpha, and Economic Information Management System “ECRIMS” with more focus on the Referral Information Management System “RIMS”.
- Administers, maintains, and develops DRC Lebanon IM tools and systems including Alpha, RIMS, EcRIMS and any other IM tools used at field or national levels with more focus on RIMS.
- Provides technical support to all RIMS and ECRIMS users related to data extraction, data management, data validation and/or any data processing tasks.
- Implements policies and procedures for ensuring the security and integrity of Alpha, RIMS, ECRIMS and any other IM tool used in the field.
- Works closely with RIMS Team to ensure RIMS reflects all programme needs and users are satisfied with system usage.
- Provides technical guidance and troubleshooting support for data planning, collection, recording and reporting requirements for IM staff and System users (ALPHA, RIMS, and ECRIMS).
- Create RIMS/ECRIMS dashboards for donor/internal reporting, dashboards for data validation/verification, and any other IM products using Powerbi and Adobe tools.
- Create online and offline data entry forms using ODK.
- Produces and files information management products such as statistical and graphical reports.
- Takes responsibility for adapting and testing the IM systems and databases.
- Manages, and creates users access to Alpha and RIMS and their permissions.
- Identifies technical gaps in the program and identifies/implements solutions to meet these gaps.
About you
- A minimum of 2 years of experience in information/data management systems in a humanitarian context
- Extensive experience in managing excel files and their functionalities both offline and on google drive, in addition to writing complex excel formulas and VBA codes
- Experience in data collection tools and creation of online forms on ODK and Kobo
- Extensive experience in generating statistical dashboards, graphs and info graphics, and visualizing data using Microsoft Power BI
- Extensive experience in database systems mainly PostgreSQL database management system, as well as experience in data analysis using R or SPSS
- Experience in providing trainings on IM systems and products
- Experience in editing and enhancing Information Management products using Adobe tools such as Adobe Illustrator and Adobe InDesign by following User Interface User Experience (UIUX) methods
- Excellent interpersonal and problem-solving skills, creativity and flexibility
- Personal qualities: Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks while maintaining attention to detail, work well in and promote teamwork
- High computer literacy
- INGO experience preferred
Moreover, we also expect the following:
- Bachelor’s degree in computer science, information technology, computer engineering, or other relevant field.
- Full proficiency in spoken and written English and Arabic is required
