  1. Role and responsibilities

Generic responsibilities

  1. Ensure compliance with NRC policies, guidelines, and standards
  2. Ensure compliance with Communication with communities and MEL strategy, tools, handbooks, guidelines, and standards
  3. Specific technical responsibility for implementation of information management activities in relation to NRC programmes
  4. Provide regular progress reports to Coordinator and Managers
  5. Support in developing data collection methodology and tools using KOBO platform, and in actual data collection, as needed.
  6. Provision specific technical support and capacity building towards project staff
  7. Assess, promote, and document ideas for technical improvement and further beneficiary information management options.
  8. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  9. Promoting the adoption of Information Management tools and techniques by Emergency Response staff;
  10. Integrating, archiving, and extracting large datasets for cross-referencing and statistical analysis, designing workflows and data collection models where necessary.

Specific responsibilities 

  1. Provide quality control and oversight of the data being collected and identifies and addresses errors in collection or input.
  2. Liaise with MEL (Monitoring Evaluation and Learning) on data management updates and data validation for the area office data.
  3. Produces detailed, relevant, and high-quality qualitative and quantitative reports and alerts as requested.
  4. Organise monthly data reviews and compile relevant monthly reports as per project requirements.
  5. Coordinate with core competencies focal persons targeting, registration and selection of beneficiaries.
  6. Keep the terminology, taxonomies, ontologies, indexing and other MEL classification systems and structures up to date.
  7. Support in the management of relevant MEL dashboards associated with digital communication tools as per programmatic requirements. Z
  8. Support in developing data collection methodology and tools, and in actual data collection, as needed using KOBO platform/NRC collect
  9. Assist to develop and support the implementation of appropriate SOPs for information management in line with NRC procedures including confidentiality and data protection.
  10. Support MEL and CCs (Core Competency) staff at area level to create and maintain databases and spreadsheets that meet NRC’s and donors’ requirements.
  11. Support MEL Team to harmonise and develop feedback and complaints mechanisms tools using appropriate technologies.
  12. Ensure that monitoring data are reported on a timely manner to relevant program and managerial staff, 4Ws, weekly reports.
  13. Perform any other duties as assigned by the line manager.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: Sectors Project Managers, Coordinators, officers, team leaders and coordinators
  • Programme development: Education, Livelihoods and Food Security, WASH, ICLA, ERT and grants.
  • Area operations: HR, logistic and Finance

  • Bachelor’s degree in computer science or information management, statistics, or IT related fields.
  • Documented results related to the position’s responsibilities.
  • Proficiency in English is essential

Context/specific skills, knowledge, and experience:

  • Minimum 3 years of previous job experience relevant to the function or in digital communication and data management, statistics, analysis, and information technology.
  • Advanced MS Excel, PowerBi skills and experience of working with MS Access is required
  • Experience in data collection and analysis in Kobo System
  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Ability to develop, organise and design short informational documents and training materials relevant to the tools in use
  • Good understanding of data and information needs for programme management and decision-making.
  • Strong data interpretation skills, report writing, and data presentation
