Org. Setting and Reporting

This position is in the United Nations Mission in South Sudan (UNMISS) Juba. Juba is classified in the “E” category and as a non-family duty station. The roles and functions are more related Field Technology Section planning and projects Management unit. The incumbent shall be responsible for managing day to day operation of the unit plus planning and executing long-term strategic projects. The incumbent should have a wide range of technical skills and experience in IT Network Technologies, Telecommunications, and GIS. The incumbent reports directly to the Chief Telecommunication Officer and to the Chief FTS

Responsibilities

Within limits of delegated authority, the Information Systems Officer may be responsible for the following duties:

• Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
• Develops detailed system and other functional specifications and user documentation for major systems.
• Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
• Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
• Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
• Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
• Drafts specifications and standards for a wide range of telecommunications equipment such as network switches and routers, telephony switching systems, satellite earth station systems, digital microwave systems, trunked radio systems, and UHF/VHF/HF mobile/repeater and video conferencing systems
• Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
• Facilitates communications between UNMISS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and UNMISS, for either specific IT services or general technology support, including any charge back mechanisms.
• Provides support for the development of technical specifications for procurement of equipment; evaluates vendor proposals, performs tests and recommends selection of telecommunications equipment; supports the establishment of equipment and service contracts, and serves as the contract performance evaluator; identifies appropriate standards to procure communications equipment at the least cost and in the most
• Provides guidance to, and may supervise, new/junior staff, consultants, etc.
• Works closely with UNMISS client entities and stakeholders to understand their substantive strategies and processes, identifying pain-points and supporting in the development of their strategic IT plans and roadmaps using potential technology solutions

Competencies

Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education

An advanced university degree (Master’s or equivalent) in computer science, information systems, mathematics, statistics or related fields is required. A first-level University degree in combination with qualifying additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Certifications in Network or security such as CISSP, CISA, CISM, CRISC, CCSP, Is required

Certification in Project Management (PRINCE2®,or PMI/PMP) is required

Successful completion of courses or training s in data analytics, business analytics or data science programs is desirable

BRM (Business Relationship Management) Foundation Certification is desirable.

Work Experience

A minimum of five (5) years with a masters’ degree or seven (7) years with a bachelors’ degree of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.

Experience in supervising network or ICT security units and in providing technical advice on the design of highly secure information technology solutions and integrated authentication solutions are desirable

Experience in data analytics or related area is desirable.

Experience in developing technical specifications for ICT contractual services and equipment is required

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
