The United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 140,000 participants who work in the 24 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively. The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). This position is located in the Enterprise Applications Section, Information Management Systems Service (EAS, IMSS) of the United Nations Joint Staff Pension Fund (UNJSPF). Incumbents reports to Chief of EAS. The Section is mainly responsible for providing production support and maintenance of the Fund’s enterprise application systems including interfaces with external entities; proposing the senior management with projects aligned with the Fund’s strategic framework; implementing projects approved by senior management; and providing senior management and auditors with analytical and statistical reports as required.
Responsibilities
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: (These duties are generic and may not be performed by all Information Systems Officers.) • Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups. • Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. • Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. • Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc. • Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established. • Develops, implements and monitors information standards and guidelines, including testing paradigms. • Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations. • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. • Facilitates communications between ITSD and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms. • Participates in planning and preparation of the budget, work program and spending plan. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of (7) seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. A minimum of (5) five years of mid/large project management as well as production support for large complex systems such as enterprise resource planning systems is required. A minimum of (3) three years of managerial experience is required. The certification in PRINCE2 (preferred) or PMP or equivalent project management certification is required. The experience in a pension administration system such as V3 (by Vitech) is desirable. The experience in Business Intelligence system such as Power BI is desirable. The experience in CRM system such as ServiceNow is desirable. The experience in PL/SQL, JAVA, SQL is desirable. The experience in testing automation tools such as UI Path is desirable. The working experience in a financial institution, pension fund or multicultural/international organization is desirable.
Languages
Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
