Org. Setting and Reporting

This position is located within the United Nations Assistance Mission for Iraq (UNAMI) under Field Technology Section. The roles and functions are more related planning, business relationship management, information management, projects management and data analytics. The incumbent will report to the Chief Field Technology Section (FTS) directly and will be based in Baghdad. Baghdad is classified in the “E” category and as a non-family duty station.

Responsibilities

Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:
• Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
• Develops detailed system and other functional specifications and user documentation for major systems.
• Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
• Executes Problem Management process, Capacity Management process, Change and Configuration Management processes as per ITIL industry best practices.
• Maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
• Organizes and performs unit and integrated testing, designing, and utilizing test bases; assists users in acceptance testing.
• Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
• Analyses and evaluates new technologies and makes recommendations for their deployment.
• Participates in writing reports and papers on systems-related topics, system requirements, information strategy, and data strategy.
• Facilitates communications between FTS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and FTS, for either specific ICT services or general technology & GIS support.
• Develops implementation road map and capabilities for the ICT strategy, laying out the projects needed for the ICT strategic technology areas.
• Supports the mission in advancing the use of frontier technologies in mandate delivery. Digital transformation and innovation.
• Provides guidance to, and may supervise, new/junior staff, consultants, etc.

Competencies

Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Ability to use technology in a responsible manner to continuously improve the way we deliver services and respond. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Certification in ITIL, “Prince2” Project Management (Foundation) and knowledge in implementation of this methodologies is required.

Certification in COBIT is desirable.

Knowledge and experience with Business Relations Management (BRM) and certification is desirable.

Work Experience

A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.

Experience in design, planning, delivering highly complex projects and solutions using agile and scalable approach with impact and less resources is required.

Experience with field mission operations in an international organization is an asset. Field experience in United Nations common system field operations, inclusive of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable.

Experience in UMOJA budget planning; monitoring and reporting, Supply Chain Planning, acquisition planning and requisitioning tools are desirable.

Experience in UMOJA demand planning and service requisition definition is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Arabic is an asset.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
