This position is located in the Department of Economic and Social Affairs (DESA), Division for Sustainable Development Goals (DSDG), in the Outreach and Partnership Branch. The Division provides leadership in promoting and coordinating implementation of the sustainable development agenda, including the Sustainable Development Goals. The Information Systems Officer reports to the Chief of the Outreach and Partnership Branch.
Responsibilities
Within limits of delegated authority and under the supervision of the Chief of the Outreach and Partnership Branch, the Information Systems Officer carries out the following duties:
• Manages projects involving feasibility studies, computer information systems analysis, knowledge assessments, design, development and implementation of new, complex systems.
• Develops and promotes online platforms for sustainable development knowledge, stakeholder engagement, and partnerships in order to facilitate stakeholder engagement as well as partnerships, including managing online platforms for voluntary commitments and partnerships for sustainable development, and conducting related outreach and communications, particularly using social media.
• Develops detailed computer information system and other functional specifications and user documentation for major systems.
• Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
• Maintains, upgrades or enhances existing computer information systems (mainly in Drupal 9); troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
• Promotes and develops systems and applications for knowledge exchange and capacity-building for sustainable development, to enable sharing of experiences and knowledge in the different areas of sustainable development in an open and transparent manner.
• Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
• Develops training materials, operating and user manuals; trains staff and external users in assigned systems.
• Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
• Participates in writing reports and papers, including Secretary-General reports, on voluntary commitments, partnerships and knowledge exchange for sustainable development.
• Coordinates with Member States, UN Agencies, Funds, and Programmes and other stakeholders to maximize collaboration in the area of knowledge sharing and integration of systems.
• Provides guidance to, and may supervise, new/junior staff, consultants, etc.
• Performs other duties as required.
Competencies
• Professionalism: Knowledge of information technology and knowledge management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and Content Management Systems including Drupal 9, and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education
Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.
Experience working with Drupal 9 is required.
Experience building and maintaining Drupal themes using Twig is desirable.
Experience with drush is desirable.
Experience updating Drupal core and Drupal modules via Composer is desirable.
Experience writing or maintaining Drupal themes is desirable.
Experience using Git and CI/CD deployment pipelines is desirable.
Experience with AWS is desirable.
Experience using Nightwatch.js to write and run automated tests is desirable.
Experience in assessing and implementing strategies and computer systems for knowledge management, stakeholder communities of practice or partnerships in the field of sustainable development, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
