Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Radiation, Transport and Waste Safety (NSRW) develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be used while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.

The Regulatory Infrastructure and Transport Safety Section (RIT) is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructures for the control of radiation sources, for the safe transport of radioactive material and for managing information to identify the needs of Member States with a view to improving radiation, transport and waste safety.

The Technical Assistance and Information Management Unit is responsible for the overall coordination and management of the Division’s activities related to the application of the IAEA’s safety standards in Member States. These activities include the provision of assistance through technical cooperation projects, promoting education and training, providing services and appraisals, fostering information exchange, and supporting research and development. The Unit is also involved in implementation in some of the aforementioned areas. In addition, the Unit is responsible for maintaining an overview of the overall radiation safety situation in Member States receiving IAEA assistance. This aids the IAEA in general, and the Division in particular, in identifying the real needs and priorities of Member States receiving IAEA assistance and in assessing the outcome of IAEA activities for these countries. The Unit is also responsible for managing the Division’s information systems.

 

Main Purpose

Reporting to the Unit Head, the Information Systems Specialist is responsible for:

In relation to the Radiation Safety Infrastructure System (RASIMS): Improving the system architecture and designing new software modules; building additional and improving existing functionalities, customizing and updating its technology stack; producing technical documentation and documenting the architecture and the code; providing analytical reports from the RASIMS database on request of RIT Management.

Maintaining the Self-Assessment of Regulatory Infrastructure for Safety (eSaris) software, improving existing functionalities and updating the technology stack.

Managing the Regulatory Authority Information System (RAIS ) maintenance program and system upgrades. Producing system technical documentation and user related manuals. Providing best-practice system deployment, installation, customization and usage in member states. Advising Member States on how to tailor the configuration to meet national needs.

 

Role

The Information Systems Specialist is (1) a software analyst and engineer, responsible for ensuring that RASIMS continues to meet current needs; (2) an advisor to management, providing recommendations to ensure RASIMS is future-proof as well as suggesting IT solutions as a means to generally improving current work processes in the Division; (3) a team member, supporting RIT management and Technical Officers in NSRW; (4) a solution provider, troubleshooting and fixing technical issues for new software additions for RASIMS and e-SARIS; (4) a support agent, providing day-to-day support and maintenance of RASIMS and e-SARIS including consideration of cyber security issues; (5) a presenter, lecturing on associated workshops; and (6) technical advisor and contributor to the development of training for RASIMS, eSARIS and RAIS , and other information systems in RIT.

 

Functions / Key Results Expected

In relation to RASIMS and eSARIS:

• Provide daily support to NSRW staff and counterparts in Member States to ensure the on-going functionality.
• Coordinate with consultants, technical officers, RIT management and counterparts in Member States in defining new system features.
• Perform software development tasks and build software functional modules.
• Conduct testing of the functional software modules and document the findings.
• Provide software maintenance, fix bugs and perform analysis and optimization of the software system architecture.
• Conduct technical writing and review of technical documentation related to the system architecture and design.

In relation to RAIS :

• Assist Member States to configure and customize RAIS to local needs.
• Manage the improvement of RAIS , for example by using agile approach and Scrum framework.
• Conduct technical writing and review of technical documentation related to the system architecture and design.
• Coordinate with consultants, technical officers, RIT management and counterparts in Member States in defining new system features.

Qualifications, Experience and Language skills

Bachelor’s Degree – University degree in Computer Science, Electrical Engineering, or related field. Master degree is an advantage.

Minimum five years’ experience in software engineering, software development, management of software projects, database design, storage, programming and modelling, rolling out and maintaining complex information management systems.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $64121 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37960*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
