About Us

The Inspectorate Division is responsible for the efficient and effective deployment of inspection teams to both military and commercial facilities around the world, as required by the Chemical Weapons Convention (CWC). The Division maintains readiness to conduct Challenge Inspections and Investigations of Alleged Use, and to deploy the Rapid Response and Assistance Mission (RRAM) to Member States, as needed, in the event of a chemical incident.

Responsibilities

Job Summary

The Programme Control and Monitoring Branch (CMB) ensures the implementation of programmatic deliverables and manages INS’s operational financial resources.

CMB continually pursues efficiencies and ensures that the INS remains flexible, agile and resourceful in the allocation of financial resources.

CMB is also responsible for monitoring all relevant data, formulating follow-up actions, setting and revising related standard operating procedures (SOPs) and other quality management files to strengthen the standardisation and preparedness of all routine and non-routine missions.

Main Responsibilities

Under the direct supervision of the Senior Inspectorate Business Analyst, the main function of the Inspectorate Data Analyst is to support the execution of programmatic activities of the Inspectorate Division (INS), ensuring a fully integrated management of INS operational resources.

General

  • Demonstrate the core values of the OPCW in the execution of your duties.
  • Maintain confidentiality in accordance with the Manual of Confidentiality Procedure (MCP).
  • Assist the Head of CMB in achieving the responsibilities and objectives of the Branch.
  • Maintain and develop professional competence: complete required training and ensure that relevant knowledge and expertise is current.
  • Support Knowledge Management activities.
  • Undergo any special duties and tasks as directed by the Inspectorate Management Team.

Specific

Under direct supervision of the Senior Inspectorate Business Analyst, Programme Control and Monitoring Branch, the Inspectorate Data Analyst performs the following tasks and responsibilities:

A) Supports the execution of the programmatic activities of the Inspectorate Division (INS) through effective project planning and implementation in line with the work programme and priorities of the Branch:

  • Supports the translation of strategic vision into concrete action plans, and collects, process and perform statistical analyses on large datasets to generate insights that inform strategic decisions and support the goals of the INS.
  • Develops and implements databases, data collection systems, data analytics and other strategies that optimise statistical efficiency and quality.

B) Supports the provision of business analysis, risk identification and mitigation, and efficiency enhancement for all INS Missions and Trainings:

  • In close coordination with the Senior Inspectorate Business Analyst, the Operations and Technology Support Branch (OTSB) and Verification Division, supports the implementation of the INS Annual Mission Plan (AMP) and Annual Training Plan (ATP), with the key focus on delivering both plans in full and on time while maintaining and enhancing technical and professional capabilities of the INS.
  • Timely collects, analyses, and assesses the impact of inputs for the AMP and ATP from relevant stakeholders (Industry Verification Branch, Chemical Demilitarisation Branch in Verification Division, International Cooperation and Assistance Division, among others).

C) Supports the Inspectorate Management Team (IMT) and other INS branches/units:

  • Provides a continuous integrated programme support to the work of the division, related to the overall management of resources, project management, information and knowledge management, quality assurance and quality control, and any other as assigned.
  • Generates data visualisation products, including infographics, and maps, using Power BI and/or other tools, for use in meetings, presentations and as a knowledge product.

Qualifications and Experience

Education

Essential

  • Advanced University degree (Master’s degree or equivalent) in public administration, business administration, economics, engineering, data/information management, information technology, or related field. A first-level degree (Bachelor’s or equivalent) in combination with qualifying experience (minimum 7 years) in the specified fields may be accepted in lieu of the advanced university degree.
  • Proficiency in data analysis, data modelling and relevant experience in the use of Information Technology tools.

Desirable

  • Professional certification in programme and/or project management is desirable.
  • Development of business analysis, budgeting and forecasting, business strategizing, planning, and monitoring, variance analysis, reporting and defining business requirements for stakeholders.

Required Certification (if applicable)

Courses and training in areas like statistics, financial modelling, computer programming, and data science.

Knowledge and Experience

Essential

  • At least five years of relevant experience in programme/project management, working with large data sets to produce implementation statistics, identify trends and report results. Ideally, the experience would have been gained in an international organisation, multi-stakeholder environment or multilateral institution.
  • Experience in using Enterprise Resource Planning (ERP) systems.
  • Experience and familiarity with relevant tools, software, and methodologies. Strong quantitative analytical skills and ability for strong visualisations and representation of data.
  • Experience working with networks, database, and other technology.

Desirable

  • Experience formulating budgeting and forecasting models, planning, and monitoring, variance analysis, and developing costing methodologies.
  • Experience in the use and implementation of ERP systems in particular budgetary module(s), associated budgetary processes and reporting.
  • Experience developing and implementing Results-Based Management.
  • Experience of bilateral technical assistance and capacity building programmes or capacity-building in the area of emergency response and preparedness.
  • Experience in preparing written outputs including background papers, analytical notes, and official reports to official, high-level decision making.

Skills and Competencies

  • Excellent and proven planning, organisational, coordination, negotiation, and problem-solving skills.
  • Strong analytical and conceptual skills in analysing and interpreting operational issues, assessing assistance needs and determining priorities, formulating options, and proposing and implementing solutions.
  • Demonstrated experience developing and managing capacity-building and other assistance programs, including training, and in mobilising resources from donor states for such capacity-building programs.
  • Political awareness and developed strategic thinking skills are critical for this post.
  • Excellent inter-personal and communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally.
  • Solid information technology skills including proficiency in Microsoft desktop packages (including Power Bi).
  • Excellent communication and writing skills.
  • Ability to ensure an effective work structure to maximise productivity and achieve section goals.
  • Ability to coordinate the work of others, forge collaboration with other work units, work to tight deadlines and handle multiple concurrent activities.
  • Proven ability in establishing and maintaining effective working relationships with people of different national and cultural backgrounds.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The mandatory age of separation at the OPCW is 65 years.

Fixed-term staff members participate in the OPCW Provident Fund. A monthly staff contribution is met with a doubled amount by the OPCW under the provisions for social security.
