Your team

Within the Network Management Directorate, the “Development & Delivery” service ensures the execution of all IT projects (application & infrastructure projects). The service addresses areas such as programme/project management, software development and maintenance, and release management at corporate level.

Your role

Your role will be to:

  • Define and lead the Integration and Validation strategies and roadmaps for the different development and delivery of systems and products in the scope of the technological division, including the Data Warehouse applications and extended to the corporate tools and products (e.g. HR, financial, corporate communications, etc).
  • Ensure definition of testing methods and acceptance criteria and manage their implementation.
  • Lead and manage the service’s activities and resources (personnel and financial) and ensure adherence of deliverables with budget, quality/best practices and time objectives.
  • Oversee the internal as well as the outsourced integration and validation of new digital products and legacy products.
  • Collaborate effectively with internal and external partners to provide the necessary environment to enable the iterative integration of the products.
  • Ensure the monitoring of the product delivery process, identify risks and obstacles, review priorities and coordinate with relevant internal/external teams.
  • Demonstrate product and system-level compliance with end users and regulatory requirements in support of the delivery of conforming systems and products.
  • Define and implement the improvements of the Continuous Delivery regarding test automation in an Agile environment.
  • Lead and participate to program improvements and to the development of new working practices in view of optimizing effectiveness of the services.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university degree of 3 years plus 1 year of relevant working experience in a relevant domain (e.g. IT, Computer Sciences, etc) or completed university degree of 4 years.

  • A minimum of 10 years’ relevant experience.
  • Proficiency with the application of modern software integration and test methodologies and standards in large-scale software systems.
  • Experience with system and software architectures.
  • Experience with DevOps implementation.
  • Understanding of Agile process and SAFe framework.
  • Experience with the following systems and concepts would be an advantage:

o Mission critical systems
o Air Traffic Management systems

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic user of French at level A1 before the end of the probation period.
    The levels relate to the Common European Framework of References for languages (CEFR).

Useful information

  • Contract staff may apply for the present competition only after having performed three consecutive years of service as contract staff.
  • This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
  • Duration of appointment: Internal staff with a determined appointment duration will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. It could also be converted into an undetermined contract.
    Internal staff with an undetermined appointment will keep their current type of appointment duration.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
