JOB DETAIL

1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

The J25 Intelligence Plans and Policy Branch coordinates Intelligence support to ACO planning, develops intelligence policy and coordinates intelligence specific education and training requirements. Responsible for developing Intelligence policy within ACO and for contributing to intelligence concepts and studies. Coordinate Intelligence requirements, procedures, and defines new Intelligence processes and capabilities. Liaise with NATO HQ and national Intel bodies and coordinate ACO Intelligence directives and policy making. It also coordinates the Collective Training, Exercise and Evaluation portion of J2 engagement per the SACEUR’S Annual Guidance on Education, Training, Exercises, and Evaluation (SAGE).

Within J25, this post leads, coordinates and synchronizes the support from the ACO Intelligence community to Capacity Building (CB) implementation, with the focus on the ongoing and future Defense Capacity Building (DCB) packages.

2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Analyses the Intelligence related requirements of competing capacity building projects from the existing DCB packages, proposes priority areas where NCS can provide prompt CB support and deliver limited support to partners focusing on intelligence capabilities.
2) Ensures that any future intelligence activities within the DCBs are complementary to existing policy documents, initiatives, projects (such as respective ITPS, MCD&Gs, the Framework for the South; Enhancing NATO’s Role in the International Community’s Fight Against Terrorism and the respective Action Plan; the Additional NATO Engagement in the Middle East and Africa; NATO and the Sahel; Cooperation with and Enhancing Support to Reform Efforts of Aspirant Countries).
3) Reviews and assesses current existing intelligence initiatives within the DCBs.
4) Figures out within which DCB project further intelligence military actions are required.
5) In close coordination with CB Phase-1 priority Partners and NATO stakeholders evaluates, assesses, and institutes intelligence requirements focusing on DOTMLPFI analysis.
6) Coordinates and synchronizes the delivery of intelligence support to the Partners and is able to personally contribute to the advisory/assistance teams (close coordination with NSO, Intel related COEs, and other entities involved in delivering intelligence assistance and support will be required).
7) Is able to contribute with proposals, training or education to SHAPE PD’s pool of CB advisors.
8) Provides Intelligence expertise to SHAPE PD in the development of Implementation Plan in support of the existing and future DCBs.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The work is normally performed in a Normal NATO office working environment.
Normal Working Conditions apply.
The risk of injury is categorised as: No risk / risk might increase when deployed.

4. ESSENTIAL QUALIFICATIONS
a. Professional/Experience
1) Experience in Intelligence at Strategic, Operational or Tactical level;
2) Minimum of 24 cumulative months of experience in positions related to the steps of the Intelligence cycle, or similar.
3) Training and/or experience in more than one intelligence discipline (IMINT, HUMINT, SIGINT, OSINT etc.) at Strategic or Operational level.
4) Experience in establishing, synchronizing and managing policy and strategies regarding capability development and capacity building.
b. Education/Training
University Degree in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English SPL 3333 (Listening, Speaking, Reading and Writing).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. DESIRABLE QUALIFICATIONS
a. Professional/Experience
1) Experience as a professional Intelligence Officer at Strategic level.
2) Thorough knowledge of NATO Intelligence Policy, doctrine, environment and procedures.
3) Intelligence experience in a NATO deployment or deployed experience with multinational operations.
b. Education/Training
Courses:
• PRINCE 2 practitioner, PMP or other Project Management certification.
• NATO Intelligence Course provided by NATO – School Oberammergau.

6. Attributes/Competencies
• Personal Attributes: The range of personal attributes required for this post are very demanding and exacting, but without them the function will fail. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This requires tact, judgement and agility. High standards of personal and professional behaviour and moral courage are also needed.
• Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across SHAPE and also with all of the NATO Command Structure.  This will be a mixture of Military and Civilian personnel.  There will also be engagement with NATO HQ.  The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment.
• Contribution To Objectives: The post will directly impact the achievement of NATO 2030 Capacity Building Objectives. Indirectly, the post will also impact the NATO Intelligence sharing with identified Partners in support of the full implementation of the DDA concept.

CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
