JOB DETAIL

1. Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Strategic Employment (SEM) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning.  In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

The J26 Intelligence Systems Branch develops policy and guidance for the fielding, training, and operation of ACO intelligence systems; manages and administers ACO intelligence systems support; analyses and prioritizes user requirements; coordinates interfaces and optimizes sharing with other domains and functional services.

The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning.  In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

The J26 Intelligence Systems Branch develops policy and guidance for the fielding, training, and operation of ACO intelligence systems; manages and administers ACO intelligence systems support; analyses and prioritizes user requirements; coordinates interfaces and optimizes sharing with other domains and functional services. (SAGE).

Within J26, this post is responsible to the Branch Head for the daily operation of the Intelligence Functional Services and Systems, managing data, accounts and enabling users and configurations.

 

2. PRINCIPAL DUTIES

The incumbent’s duties are:

1)   1) Ensures that these systems are operated in accordance with established policies and procedures;

2)   2) Ensures appropriate content and file structures are used;

3)   3) Assists users in operating intelligence systems, maintains a reference of user documentation associated with intelligence systems;

4)   4) Intel Systems account management and database maintenance;

5)   5) Serves as the alternate CIS Coordinator for the Branch;

6)   6) Performs general staff functions and coordinates with other staff elements, ACO Commands and outside agencies, as required;

7)   7) Serves as alternate Travel Clerk for the Branch.

 

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

1) The incumbent may be required to perform like duties elsewhere within the organisation as directed.

       2) The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.

The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1) This position requires you to have experience in supporting IT services and users.

2) This position requires you to have experience in identifying application issues and to perform statistics.

3) This position requires experience in operational and exercise CIS.

4) This position requires knowledge of SharePoint and web page design.

 

2. Education/Training

Higher Secondary education and intermediate vocational training  in information Technology and management, management information systems, computer science, business administration, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline  which might lead to a formal qualification with 3 years experience, or Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

3. Language

English SLP – 3333 – (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

1.   Professional/Experience

        1) This position desires you to be Intel qualified.

         2) This position desires that you have Intel-FS experience.

2. Education/Training

         1)   NATO Intelligence Course

         2)   NATO Intelligence Functional Systems Training (NIFST)

 

6. Atrritubtes/Competencies

         1) Personal Attributes: The provision of application maintenance and support services, either directly to users of the systems or to service delivery functions. Support often involves close collaboration with the system’s developers and/or with colleagues specialising in different areas, such as Database administration or Network support.

          2) Professional Contacts: The incumbent must be comfortable to engage with other colleagues in the office and same level individuals from across SHAPE and also with all of the NATO Command Structure. He/she must have tact and ability to communicate calmly and clearly in stressful situations.

          3) Contribution to Objectives: The post will directly impact the achievement of NATO 2030 Projects. Indirectly, the post will also impact the Intelligence Systems availability and progression.

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
