1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Strategic Employment (SEM) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.
The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).
The J25 Intelligence Plans and Policy Branch coordinates Intelligence support to ACO planning, develops intelligence policy and coordinates intelligence specific education and training requirements.
The Intelligence Plans and Policy Section (IPP) develops all forms of Intelligence Policies within ACO.

The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.
The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).
The J25 Intelligence Plans and Policy Branch coordinates Intelligence support to ACO planning, develops intelligence policy and coordinates intelligence specific education and training requirements. Responsible for developing Intelligence policy within ACO and for contributing to intelligence concepts and studies. Coordinate Intelligence requirements, procedures, and defines new Intelligence processes and capabilities. Liaise with NATO HQ and national Intel bodies and coordinate ACO Intelligence directives and policy making. It also coordinates the Collective Training, Exercise and Evaluation portion of J2 engagement per the SACEUR’S Annual Guidance on Education, Training, Exercises, and Evaluation (SAGE).
Within J25, this post leads, coordinates and synchronizes the support from the ACO Intelligence community to the Education, Training, Exercises and Evaluation programmes.
2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Executes the Collective Training, Exercise and Evaluation portion of J2 engagement per the SAGE.
2) Supports Intelligence capability development through Lessons Learned in relation to SACEUR’s Guidance on Education, Training, Exercises and Evaluation and Strategic Training Plan (STP)/Discipline Alignment Plan (DAP).
3) Coordinates the Intelligence function in the execution of the Bi-SC 75-002 Education and Training Directive and Bi-SC 75-003 Collective Training and Exercise Directive.
4) Coordinates the Intelligence support to NATO Exercises and Evaluation.
5) Coordinates and support to the Intelligence Lesson Learned and Lesson Identified topics.
6) Coordinates and syncronizes training requirements and gaps.
7) Ensure that all the Intelligence activities within the exercises are complementary to existing Intelligence policy documents.
8) Coordinates and harmonizes individual course requirements with in J2 branches.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
1. Professional/Experience
1) Experience in ETEE (Education, Training, Exercises, Evaluation) and Operational and/or Tactical level in NATO or national MoD
2) Minimum of 24 cumulative months of experience in positions related to the steps of the Intelligence cycle, or similar.
3) Knowledge and/or experience in more than one intelligence discipline (IMINT, HUMINT, SIGINT, OSINT) at the Operational/Tactical level.
4) Experience in managing long term processes with several stakeholders.
2. Education/Training
University Degree in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
3. Language
English SPL 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. DESIRABLE QUALIFICATIONS
1. Professional/Experience
1) Experience in Intelligence Policy, doctrine, and procedures
2) Experience in the use of Joint Exercise Management Module (JEMM), Training Objective Management Module (TOMM) and Tools for Operations Planning Functional Area Services (TOPFAS)
3) Previous work experience in a military, joint, and multinational environment.
4) Previous work experience in NATO Exercises as Officer of Primary Responsibility (OPR).

6. ATTRIBUTES/COMPETENCIES
1) Personal Attributes: The range of personal attributes required for this post are very demanding and exacting, but without them the function will fail. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This requires tact, judgement and agility. High standards of personal and professional behavior and moral courage are also needed.
2) Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across SHAPE and also with all of the NATO Command Structure. This will be a mixture of Military and Civilian personnel. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment.
3) Contribution To Objectives: The post will directly impact the achievement of DDA Family of Plans, thanks to this post Intelligence Staff will be educated on how they will work against the peer/near peer adversary.
7. CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
