JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Strategic Employment (SEM) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning.  In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

The J26 Intelligence Systems Branch develops policy and guidance for the fielding, training, and operation of ACO intelligence systems; manages and administers ACO intelligence systems support; analyses and prioritizes user requirements; coordinates interfaces and optimizes sharing with other domains and functional services.

The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning.  In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

The J26 Intelligence Systems Branch develops policy and guidance for the fielding, training, and operation of ACO intelligence systems; manages and administers ACO intelligence systems support; analyses and prioritizes user requirements; coordinates interfaces and optimizes sharing with other domains and functional services. (SAGE).

Within J26, this post is responsible to the Branch Head for managing and administering ACO intelligence systems support, exercises support, daily operation of the Intelligence Functional Services and Systems.

 

2. PRINCIPAL DUTIES

The incumbent’s duties are:

1)   Administration of assigned intelligence applications/systems including: user account management, performance monitoring, user guidance and documentation, as well as issues and change request staffing.

2)   Coordination of systems operations and support issues with J26 Systems Coordinators, and NCIA support staff.

3)   Fulfills data administration tasks and provides support to the J26 Administrator (Intelligence Capabilities Manager) (OSC OISX 0040).

4)   Provides intelligence analyst expertise and advice to support all branch staff and functions.

5)   Contributes to the development and validation of new requirements, evaluation of options for their satisfaction, and recommendations regarding the most effective solution.

6)   Assesses requirements and provides recommendations for changes to business practices to take advantage of new technology and to meet changes in information requirements.

7)   Identifies solutions to improve intelligence-related interoperability and address interface issues within ACO, NATO and with outside agencies as required.

8)   Performs general staff functions and coordinates with other staff elements, commands, and outside agencies, as required.

9)   Liaises with CIS support agencies, regarding systems support issues.

10) Provides intelligence-related inputs to various CIS documents and concepts.

11) Provides recommendations and inputs into intelligence policy, concepts and planning documents regarding intelligence systems.

12) Prepares staff studies and briefings to support conferences and meetings.

13) Support exercises activity coordinating the Intel Systems needs and support with other Branches and HQs.

14) Secretarial duty to several J26 working group.

15) Ensures that Intelligence functional services are operated in accordance with established policies and procedures.

16) Support NATO exercises and Trial events as subject matter expert, also participating in them if required.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

1)   The incumbent may be required to perform like duties elsewhere within the organisation as directed.

2)   The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.

3)   The post is designated a deployable post as part of a team in support of exercise and crisis management operations. (Up to 40 days normal TDY per year may be required)

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1) CIS background in the management of performance of systems and services.

2) Experience with Intel System.

3) Experience in identifying applications issues and performing statistical analysis.

4) Operational and exercise CIS experience.

2. Education/Training

University Degree  in information Technology and management, management information systems, computer science, business administration, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

3. Language

English SLP 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience
     1) IntelFS experience and Intel qualified.

           2) Knowledge of web page design and posting.

           3) Knowledge/experience in the use of SarePoint sites.

2) NATO Intelligence Functional Systems Training (NIFST)

6. ATTRIBUTES/COMPETENCIES

1)   Personal Attributes: The provision of application maintenance and support services, either directly to users of the systems or to service delivery functions. Support typically includes investigation and resolution of issues and may also include performance monitoring. Issues may be resolved by providing advice or training to users, by devising corrections (permanent or temporary) for faults, making general or site-specific modifications, updating documentation, manipulating data, or defining enhancements Support often involves close collaboration with the system’s developers and/or with colleagues specialising in different areas, such as Database administration or Network support.

2)   Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across SHAPE and also with all of the NATO Command Structure. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment. He/she must have tact and ability to communicate calmly and clearly in stressful situations.

3)   Contribution to Objectives: The post will directly impact the achievement of NATO 2030 Projects. Indirectly, the post will also impact the Intelligence Systems availability and progression.

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
