The consultant will actively promote extensive collaboration among all stakeholders involved in the ASYHUB project, including the national project team. This collaborative approach is instrumental in not only attaining project objectives but also ensuring sustained effective communication throughout the project’s lifecycle.

Caracas-Venezuela This is a local recruitment. The recruited consultants will be responsible for all necessary visas nd work permits required by local authorities before commencing their assignment with the Organization.

Duties and Responsibilities
The ASYHUB Interinstitutional Liaison Consultant in coordination with the ASYCUDA Regional Coordinator for Latin America, shall provide technical assistance and support to the Customs Administrations implementing ASYCUDA solutions and will be required to perform the following duties: a) Coordinate, oversee, and facilitate collaboration among all stakeholders engaged in the ASYHUB project’s initial integration phase, which includes the La Guaira Port, the National Institute of Aquatic Spaces (INEA) as the Maritime Authority, the Bolivarian Ports Company (BOLIPUERTOS S.A.) as the Port Authority, and the National Integrated Customs and Inland Tax Service (SENIAT). b) Manage and maintain effective communication and documentation within the ASYHUB system, ensuring seamless interaction with MPPT, INEA, Bolipuertos S.A., and SENIAT. c) Foster adequate communication between the project team (comprising both national and international staff) and pertinent departments within MPPT, INEA, Bolipuertos S.A., SENIAT, and other involved institutions throughout the ASYHUB Phase-1 initiative. d) Facilitate productive collaboration with MPPT and other relevant agencies or institutions to support the ASYHUB Project, including organizing workshops and establishing working groups to facilitate the integration of each institution into the digitalization process. e) Assist the National Coordinator in overseeing and planning detailed project activities by conducting awareness-raising seminars and utilizing various media channels for dissemination. f) Prepare project progress reports essential for evaluating the implementation and outcomes of the project. g) Contribute to gathering information aimed at proposing and delineating the subsequent project phase towards the National Maritime Single Window Project. h) Propose a plan for the onboarding of additional cross-border governmental agencies into the National Maritime Single Window according to designated priorities. The sequencing shall take into consideration the Bolivarian National Guard (GNB), GNB Anti-Drug, Human and Animal Health, Immigration, Interpol, among others. i) Maintain an updated inventory of all inter-institutional agreements and their legal documentation. j) Ensure the overall monitoring of the ASYHUB Project implementation by proposing regulations and policies for the use of the technological platforms and especially the ASYHUB platform. k) Collaborate in the preparation of regular reports to be sent to the Project beneficiaries, institutions, and agencies involved and their services. Prepare regular reports for the Regional Coordinator. Assist the National Co-ordinator in the preparation of progress reports. l) Prepare periodic reports for the Regional Coordinator. m) Assist the National Coordinator to prepare the progress report and the evaluation plance when the project has executed n) Keep the Regional Coordinator and the senior National Executive informed of the progress of the Project through periodic execution reports.
Qualifications/special skills
Advanced university degree (Masters) in Law, preferably in the field of Maritime Law, Port Management, and International Trade and International Transport or any other related specialization, is required. A first level university degree with two additional years of relevant experience may be accepted in lieu of the advanced degree. A minimum of five (5) years of progressively responsible experience in political affairs, international relations, law, mediation, conflict resolution, or related field is required. Experience in the field of specialty in Maritime Law, Port Management, and International Trade and International Transport with the government institutions is required.
Languages
For this position, fluency in Spanish is required; knowledge of English is an advantage.
