1. Post Context/Post Summary
Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.
The Command Group is responsible for the overall operation of LANDCOM and the achievement of the LANDCOM mission.
The Office of the Chief of Staff (COS) provides him/her with all the administrative support that he/she needs to carry out his/her functions.
The Internal Control Officer is responsible for analysing LANDCOM business processes, procedures and policies for effectiveness, legitimacy, integrity and accountability. (S)he is also responsible for producing early warnings on failures and for reporting breaches.
2. Principal Duties
The incumbent’s duties are:
1. On behalf of COS LANDCOM and in co-ordination with all Divisions, review all internal processes, procedures, systems and policies and make recommendations to minimize opportunities for unintentional error and intentional fraud, and to discover errors and irregularities early.
2. Provides Internal Control capability to different organizational processes and procedures LANDCOM wide selected based on COM or COS priorities.
3. Acts as the primary cross-functional subject matter expert to COS on Internal Control issues and provides assurance that LANDCOM achieves its objective in the following categories:
-Safeguarding assets
-Verifying the accuracy and reliability of data and records
-Promoting operational efficiency
-Compliance with established managerial and command policies.
4. Provides managers and management with the relevant Internal Control methodological support
5. Develops and establishes an assessment process and appropriate guidelines, to review and revise Internal Controls at LANDCOM
6. Ensures that key Internal Controls are implemented, documented, assessed and monitored with clear management accountabilities
7. Ensures that first line managers are appropriately defining and operating their Internal Controls
8. Through assessment procedures, provides a continuous evaluation of the extent to which Internal Control activities provide reasonable assurance regarding the achievement of objectives
9. Identifies Internal Control gaps and/or shortfalls at LANDCOM, assess the possible impact of the weaknesses and recommends improvements of Internal Controls
10. Delivers adequate and timely reporting on the Internal Control Framework, Internal Control deficiencies and proper Internal Control action plans
11. Monitors the implementation of the workflow management
12. Provides support to LANDCOM’s anti-fraud efforts (awareness campaign, training, etc.)
13. Performs control assessments on the assurance level towards Business Continuity Management within LANDCOM
14. Oversees the operations of Project & Fund managers, the commitments of funds, accounting, purchasing, contracting, disbursing, inventory and property disposal.

4. Essential Requirements
a. Professional/Experience
(1) Business process testing
The planning, design, management, execution and reporting of business process tests and usability evaluations. The application of evaluation skills to the assessment of the ergonomics, usability and fitness for purpose of defined processes. This includes the synthesis of test tasks to be performed (from statement of user needs and user interface specification), the design of an evaluation programme, the selection of user samples, the analysis of performance, and inputting results to the development team.
Skill Level (Enable)
Specifies and develops test scenarios to test that new/updated processes deliver improved ways of working for the end user at the same time as delivering efficiencies and planned business benefits. Records and analyses test results, and reports any unexpected or unsatisfactory outcomes. Uses test plans and outcomes to specify user instructions.
Experience
The candidate should possess a university degree in business administration or business process engineering and 6 years’ post/function-related experience. In addition to academic experience, the incumbent should demonstrate:

The definition of requirements for improving processes and systems, reducing their costs, enhancing their sustainability, and the quantification of potential business benefits. The collaborative creation and iteration of viable specifications and acceptance criteria in preparation for the deployment of information and communication systems.

Investigates operational requirements, problems, and opportunities, seeking effective business solutions through improvements in automated and non-automated components of new or changed processes. Assists in the analysis of stakeholder objectives, and the underlying issues arising from investigations into business requirements and problems, and identifies options for consideration. b. Education/Training

University Degree in business administration, engineering, economics, public administration, operations research, business process engineering or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

CONTRACT
The successful candidate will receive a six-month definite duration contract, which can be extended to one year.
