Duties and Responsibilities

Under the overall supervision and substantive guidance of Global Coordinator, SLT, the consultant will assist the team with other research and writing tasks, including, but not limited to, preparations for the Commission on Narcotics Drugs (March 2023), project revisions, brochures, papers and other events or presentations.
This consultancy involves home-based work. The consultant will work under the supervision of the Global Coordinator of the Alternative/Sustainable Livelihoods Team and in close cooperation with UNODC field offices and with the Deutsche Gesellschaft für Internationale Zusammenarbeit. In addition to the home-based work, three short trips are foreseen to destinations in Europe for either the finalization of the research or the presentation of the findings in events.
The consultant will be responsible for the following tasks:
• Carry out a systematic review of relevant literature, both scientific (published in peer-reviewed journals) and grey (national reports and other accessible publications), and of available data from international, regional and national organizations.
• Mobilize additional data from ongoing research activities in the field from national authorities through UNODC field offices.
• Liaise with GIZ and/or other relevant external stakeholders on the topics researched.
• Liaise with the French government about the progress or findings of the research.
• Produce a first and second (final) draft of the technical guide on the linkages between alternative development and the environment (approx. 10,000-20,000 words) based on analysis of the data and other information available, and where possible supplemented with examples or best practices taken from alternative development projects or programmes.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in social science, criminology, policy analysis, environmental sciences, geography, forensic sciences, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Minimum of 7 years of experience in the field of social sciences, criminology, policy analysis, environmental sciences, geography, forensic sciences, or a related field is required
Track record of scientific publications on drugs and/or on the environment, or proven contribution to published reports on such topics is required
Demonstrated analytical, research, writing and communication skills are required
Excellent planning and organizational skills are required
Experience of working on at least one of the following issues: impact of alternative development on illicit drug cultivation; impact of illicit drug cultivation on the environment; impact of drug trafficking on the environment; impact of illicit drug manufacture (chemicals) on natural resources: impact of drug use on the environment impact of anti-narcotic operations and other supply reduction responses on the environment; impact of socio-economic development responses on the environment, is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
