The Position:

UNFPA has been supporting the Family Protection Unit (FPU), in Rural Damascus, to serve as a shelter for women and children survivors of GBV. The FPU operates in coordination with the Syrian Commission for Family Affairs and Population (SCFAP) and is managed on a day-to-day basis by a local NGO to provide a comprehensive and integrated package of RH and GBV service to GBV survivors.

The international consultant will report to the Gender Program officer. He/she will ensure full coordination with the gender team and concerned units especially Assistant Representative.

Job Purpose:

Given the crucial services provided at the FPU, its work has been critical and often life-saving, especially when considering that it is one of the very few operating shelters in Syria receiving women and children who have been exposed to various, often severe, types of GBV, including domestic violence, sexual assault, and rape. Survivors of extreme cases of GBV, who have nowhere to go, are received at the FPU to respond to their various needs, on the physical, psychological, and social levels, in order to empower them and support their reintegration in the community.

UNFPA will recruit a qualified international consultant to support the managing the FPU shelter project.

The international consultant will support, strategic direction; meet quality standards in the FPU shelter delivery, encourage beneficiary participation and train shelter staff.

Place where services are to be delivered: Damascus – Rural Damascus/ with possibility for remote work as needed.

You would be responsible for:

The international consultant of the FPU shelter will be responsible for the following tasks:

  • Support in managing the FPU shelter in order to meet objectives within budget and time frame.
  • Ensure short and long-term positive impacts and outcomes for women, girls and boys GBV survivors.
  • Develop and implement effective shelter strategies in coordination with UNFPA gender program officer, NGO running the shelter, and the Syrian commission for family affairs and population (SCFAP).
  • Set clear objectives and indicators for shelter activities in collaboration with the UNFPA/Gender program officer, field coordinator in the FPU.
  • Support the collection of quantitative and qualitative data, in cooperation with the field coordinator, to monitor and evaluate shelter activities through FGDs, interactive sessions, and interviews with beneficiaries.
  • Ensure accurate and timely reporting of activities according to UNFPA, donor and other applicable timeframes and formats.
  • Develop new proposals, linked to the FPU shelter.
  • Ensure the shelter project is implemented in line with donor requirements and international standards as applicable.
  • Support, contribute to and review all documents (SOPs, the code of conduct of the shelter, manuals, etc.) prepared by the INGO.
  • Provide support to the UNFPA field coordinator on day-to-day work, FPU management, development and training, etc.
  • Ensure UNFPA visibility in all FPU materials, publications and prepare case studies, factsheets, presentations, and other informative material of the shelter.
  • Ensure the proper documentation of the lesson learned and best practices to improve the quality of the FPU work.
  • Develop and maintain appropriate, regular, transparent and supportive communication with UNFPA communication team and the team in the FPU shelter.
  • Participate in the GWG, GBV sub-sector and protection sector meetings to enhance the smooth and safe referral to the FPU

Qualifications and Experience:

Education:

Advanced Degree or equivalent in gender studies, social sciences or other related field.

Knowledge and Experience:

  • 5 years of increasingly responsible professional experience in areas relevant to GBV, particularly GBV shelters (previous experience in shelter management is an asset).
  • Knowledge of the UN system, the Cluster Approach and the Transformative Agenda.
  • Demonstrate skills in communication and team work.
  • Has experience working with a wide set of stakeholders, government ministries and familiar with UNFPA mandate.
  • Has experience in organizing and conducting trainings and workshops.

Languages

Fluency in English is required.

Working knowledge in Arabic is a must
