Result of Service

To conduct a comprehensive desk review of relevant literature and reports from a UNODC perspective on implementation of the 2030 Agenda and Sustainable Development Goals; Beijing Declaration and Platform for Action; Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Special session of the General Assembly against corruption (UNGASS 2021) and relevant resolutions;
• Provide data and analysis on global/ regional/ national policies, programmes and initiatives on climate change adaptation and mitigation which have been designed to address crimes that affect the environment such as wildlife and forest crime, crimes in the fisheries sector, illegal mining, and trafficking in precious metals and waste—with a specific focus on gender machineries, NGO’s and women groups;
• Prepare a concise and action-orientated outcome document to contribute to evidence-based program and policy development, to be utilized by the UNODC, Member States and other stakeholders in their efforts to meet the global climate goals. The report should also include summary findings of the literature review and should use an intersectional approach to analyze the data. A database with links/copies of all the documents/policies/literature collected through the process should be shared with UNODC.

Duties and Responsibilities

Gender equality and women’s empowerment is a universally agreed objective—deriving from the Charter of the United Nations, which unequivocally reaffirmed the equal rights of men and women—and is confirmed in a number of commitments taken through, among others, the Convention on the Elimination of all Forms of Discrimination against Women of 1979, the 1995 Beijing Declaration and Platform for Action, various resolutions and decisions of the United Nations General Assembly, the Security Council, the Economic and Social Council and the Commission on the Status of Women, and the Sustainable Development Goals, especially Goal 5 (“To achieve gender equality and empower all women and girls”). Gender equality is the overarching and long-term development goal, to be achieved on the programmatic side through gender mainstreaming in the design, implementation, monitoring and evaluation of all policies and programmes.

The mission of the United Nations Office on Drugs and Crime (UNODC) is to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism by working for and with Member States. With the launch of the , the Office is equipped with a roadmap to deliver effectively, efficiently and with accountability, elevating our support to Member States to build just, inclusive and resilient societies that leave no one behind. The new Strategy underscores UNODC’s commitment to human rights, gender equality and the empowerment of women and girls. It lays out a people-centred approach to achieving sustainable improvements in the lives of the most vulnerable, including people with disabilities. Within this framework, the UNOV/ UNODC Strategy for Gender Equality and the Empowerment of Women (2022–2026) establishes institutional commitments and priority areas towards the achievement of gender equality and empowerment of women.

Crimes that affect the environment–including wildlife and forest crime, crimes in the fisheries sector, waste trafficking, illegal mining and trafficking in precious metals and stones – are frequently interlinked with corruption and other crimes. They have far-reaching effects on security and human health by taking away the livelihoods of local communities and negatively impacting climate mitigation and adaptation strategies. Criminal groups exploit gaps in national law enforcement and criminal justice systems, and the ultimate beneficiaries of these crimes are often not brought to justice. In relation to the current assignment, resolution 11/ 3 calls on the United Nations Office on Drugs and Crime (UNODC) to continue to provide, upon request, technical assistance and capacity-building to States parties to support their efforts in effectively implementing the Organized Crime Convention to prevent and combat transnational organized crimes that affect the environment. This discussion will explore emerging evidence on gender’s role in environmental crime and its impacts, and how understanding this may help shape both policy and societal responses.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in International Development, Social Sciences, Law, or in a field related to gender and/or organized crime is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of 5 years of substantive professional experience in the field of research and policy on topics linked to gender, organized crime and/ or environmental law/ crimes/ analyses, is required
• Knowledge of key normative frameworks for the promotion of gender equality and women’s empowerment, including and not limited to the 2030 Agenda; Beijing Declaration and Platform for Action, Convention on the Elimination of all Forms of Discrimination against Women, and the Women, Peace and Security agenda is required
• Proven experience in preparation of high-quality reports on gender-related analyses, experience in assessing and formulating gender-responsive legislative guides and/ or policy frameworks on environmental crimes, is desirable
• Experience working for the United Nations or other international organizations is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
