Result of Service

• Elaborate and appraise proposals on transnational organized crime and border management programmes by participating in programme/project planning with Government officials and other partners as well as identifying/recommending funding possibilities.

• Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; undertake outreach activities; conduct training workshops and seminars; makes presentations on assigned topics/activities.

• Participate in field missions, including provision of guidance government officials and other parties, and drafting mission summaries, etc.; support all action related to maintaining the flow of information on project- and programme-related matters; coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work plan, budget, staffing table etc.).

Duties and Responsibilities

The Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) is tasked with assisting Governments in its region with building capacity in the areas of drug control, crime prevention and criminal justice. Activities are implemented through regional and thematic programmatic frameworks.

The ROSEN Law Enforcement Section supports the implementation and monitoring of ongoing projects at national and regional level to counter transnational organized crime, as well as the development of new project proposals.

The ROSEN Law Enforcement Section requires the services of a long-term consultant (Law Enforcement Programme Coordination) to ensure the smooth implementation of one of its flagship project: “XAMU50: Assistance to the ECOWAS and to Member States in West and Central Africa for the Development and Implementation of Drug Control and Crime Prevention Strategies”, in line with the donor agreement and proposed time schedule to achieve the key milestones of the project.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in Law, judicial affairs, political sciences, or international relations is required. A first level university degree in similar fields with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 5 years of relevant work experience is required.
Practical work experience in programme/project formulation, development, execution, implementation and monitoring, particularly transnational organised crime related areas is required.
Proven experience in legal research and analysis, proposals and training plans, and excellent drafting skills is required.
Knowledge / experience in UNODC’s regional and integrated programming approach is desirable.;
Good communication and interpersonal skills are required;
Excellent command of written and spoken English and French is required;
Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable;
Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable; and
Previous work experience with the UN or other International Organizations is considered desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
