JOB DETAIL

Result of Service

Deliverable A
• Monitor the application of safety standards in the conduct of maintenance procedures for mechanical equipment (engines, generator) on board the Navy’s vessels and in the workshops with the aim of preserving the safety of maintenance personnel, increasing the readiness of the vessels and avoiding accidents.
• Continue with mentoring of LAF Navy personnel and proceed with PQS Qualification of members. Once completed, begin to qualify the Six (6) Small Boat Units.
• Deliver the Boat Operations Course twice in a week.
• Train on the new Safeboat 45’RBM with the LAF Navy personnel.
• Support in UNODC procurement process with technical specifications and evaluations, and produce a list of the needed tools, equipment, and spares for the LAF Navy to carry out the repair and maintenance of the fleet.
• Assist on the development and updating of the SOPs for maintenance schedule for the existing fleet.
• Produce a monthly report and share it with the UNODC GMCP team.
• Participate in weekly coordination meetings with UNODC GMCP and LAF Navy.

Deliverable B

Duties and Responsibilities

Under the direct supervision and regular liaison with the Programme Coordinator (Mediterranean and Black Sea Region) the expert will perform the following tasks:

• Monitor the application of safety standards in the conduct of maintenance procedures for mechanical equipment (engines, generator) on board the Navy’s vessels and in the workshops with the aim of preserving the safety of maintenance personnel, increasing the readiness of the vessels and avoiding accidents.
• Draft new regulations or suggest amendments to current maintenance and safety procedures in the Navy, on board the vessels, and in the workshops.
• Ensure adherence to quality criteria in maintenance tasks conducted on board the vessels and in the workshops.
• Suggest qualification criteria for mechanical technicians to ensure they are up to the standards.
• Have experience in supervising maintenance tasks on board the vessels and in the workshops.
• Ensure adequate records are in place to track maintenance tasks on board the vessels in the workshops
• Assist with developing scorecard for boat readiness based on maintenance, logistics and training
• Provide recommendations on critical material based on availability, lead time and impact to mission
• Provide recommendations for condition-based monitoring including equipment and tools needed to perform so that LAF N can be more proactive with maintenance and provide equipment to new workshops

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

A minimum of 10 years’ experience in boat operations is required.
Technical mechanical experience specializing in marine and outboard technologies is required.
Experience as a maritime trainer for an appropriate authority, with a focus on crew and coxswain training is required.
Previous Experience as a crew trainer is required.
Display a willingness and ability to work with others and transfer skills is desirable.
Experience in staff training and development is desirable.
Experience in operations management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
