Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Indonesia Country Office (CO) hosts the ASEAN liaison office which extends support to ASEAN and its Member States in advancing Women Peace and Security (WPS) agenda in line with global normative frameworks. UN Women Indonesia launched a five-year project, Empowering Women for Sustainable Peace: Preventing Violence and Promoting Social Cohesion in ASEAN. The project funded by the Governments of Canada, the United Kingdom and the Republic of Korea supports efforts by the Association of Southeast Asian Nations (ASEAN) and its 10 Member States to promote women’s participation and leadership in conflict prevention, resolution, and recovery. Region-wide, the project works to promote and implement policy frameworks such as the ASEAN Regional Plan of Action on Women, Peace, and Security (ASEAN RPA WPS); capacity-building activities such as training, workshops, dialogues, and consultations; and exchanges of knowledge and good practices. The project also does country-level activities in Indonesia, the Philippines, Thailand, Viet Nam, and Timor-Leste.
Following the launch of the Localization Toolkit and Guidelines for the ASEAN Regional Plan of Action on Women in December 2023 by the ASEAN Committee of Women (ACW), UN Women Indonesia, in partnership with ASEAN and ASEAN Member States (AMS), aims to assist select AMS in creating and executing their National Action Plans on Women, Peace, and Security. This assistance will involve aligning the national plans with the ASEAN RPA WPS and international frameworks. The focus will be to support countries adopting their first WPS NAPs or developing next-generation plans. UN Women will also assist other countries as needed, ensuring an inclusive process that includes the participation of women leaders and organizations.
Against this background, UN Women Indonesia CO is launching a competitive process to create a pool of qualified International Consultants to provide technical assistance on the development, monitoring, reporting, coordination, and implementation of National Action Plans on WPS and the localization of the ASEAN RPA WPS.
Objectives of the assignment
The main objective of this assignment is to support ASEAN and targeted ASEAN Member States to strengthen their capacities to advance the implementation of Women Peace and Security commitments and policy frameworks.
Scope of work and tasks
Under the overall guidance and management of the Programme Specialist, ASEAN Governance, Peace and Security, and supervision from the Project Coordination Specialist ASEAN WPS and in close coordination with country-level WPS project officers, the Consultant will perform the following tasks:
• Provide strategic and technical assistance to governments, CSOs and other stakeholders on the
formulation and execution of WPS policy frameworks.
• Provide technical support in developing, implementing, and monitoring WPS NAPs and the ASEAN RPA WPS.
• Design and delivery of capacity-building training/workshops on WPS-related topics
• Develop toolkits, guidelines, and publications.
• Support awareness-raising campaigns and advocacy efforts.
• Collect and analyze relevant documentation and consolidate knowledge, experience, good
practices and lessons learned.
• Provide technical inputs to knowledge products and reports.
• Extend expert support on WPS NAPs to central and local governments.
Expected Deliverables
The Consultant will produce the following deliverables:
All the deliverables, including annexes, notes and reports should be submitted in writing in English.
The time required for the consultancy is estimated at a maximum of 150 working days within the period indicated. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.
UN Women will not be committed to purchasing any minimum quantity of the Services, and purchases will be made only if there is an actual requirement upon the issuance of a Purchase Order based on this retainer contract. UN Women shall not be liable for any cost in the event that no purchases are made under this retainer contract.
The expected number of workdays for each deliverable will be discussed between the consultant and UN Women on a case-by-case basis. Payment will be made upon satisfactory completion of a deliverable or as agreed between the consultant and UN Women.

Applications will be evaluated based on the Cumulative analysis.
A two-stage procedure is utilised in evaluating the proposals, with the evaluation of the technical proposal being completed before any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
