Duties and Responsibilities
Under the supervision of the Regional Programme Coordinator, Indian Ocean East, the consultant will carry out the following activities: • Organize a multi-agency focus group meeting to introduce the Policy Unit to all relevant stakeholders, providing an orientation on the Unit’s structure, objectives, and operational guidelines. Facilitate discussions to gather feedback, address concerns, and identify areas for collaboration, particularly focusing on information sharing among agencies. • Based on the meeting outcomes, draft one outcome report summarizing the key points discussed, feedback received, and recommendations for future actions. Ensure this report is prepared for distribution within the participating agencies. • Submit a closer report that includes an overview of the meeting, establishment of the unit, analysis of stakeholder feedback, and recommendations.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in legal or policy studies, with a particular focus on criminal law or related matters, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum ten (10) years of experience in conducting policy and/or legal work by a national agency or institution, with a focus on matters linked to transnational organised crime and with an exposure to maritime crime and related human rights standards is required. Experience in policy and/or legal analysis is required. Experience of working in the Maldives criminal justice system, or in a similar South Asian jurisdiction is desirable. Experience of drafting internal procedural documents for the functioning of a national agency or institution is desirable. Excellent report writing skills is required. Planning and organisation skills are required. Proven experience in dealing with counterparts from various cultural backgrounds is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
