The Position:
Purpose of consultancy:
UNFPA and UNICEF have been implementing the Global Programme to End Child Marriage (GPECM) in Mozambique, among another 11 high prevelance countries globally, since 2016. The programme started a new third phase as of January 2024 that will run until 2030. The programme in Mozambique is working in close partnership with the government with the Ministry of Gender, Children and Social Action (MGCAS) as the lead entity, and has supported important national policy/legal processes such as the adoption and evaluation of the National Child Marriage Strategy 2016-2019 and the National Law on Child Marriage (adopted in 2019). In the programme target provinces of Nampula and Zambezia, UNFPA is implementing several community-based interventions either directly reaching and empowering adolescent girls and young women, or creating an enabling environment for the abandonment of child marriage through broader community and/or male engagement components. Among these community-based interventions implemented under the programme is the peer-to-peer mentorship for girls and boys in safe spaces at the community level. This approach has proven to be a successful model for positive behavioural change outcomes for adolescents and youth, and the mentorship model is also implemented under several other like-minded UNFPA programmes.
Mozambique is a country prone to recurrent natural disasters including floodings and cyclones, including in the GPECM target provinces. In addition, given the dire situation for adolescents and youth, and the high rates of child marriage, in the conflict affected areas in the north of Mozambique, the GPECM will expand to Cabo Delgado as of Phase III. UNFPA will therefore seek to revise the current mentorship manuals for girls and boys mentorship respectively, to add two plug-ins: one for climate induced crises settings and one for humanitarian/conflict setting. The purpose of the consultancy is to review and revise the current manuals, to include the two aforementioned plug-in on mentorship in crises settings.
Scope of work: (Description of services, activities, or outputs)
UNFPA is looking for a Maputo-based consultant to;
● Conduct a desk review on best practices for programme adaptations from development to humanitarian and conflict settings including technical papers and reports from like-minded programmes in the ESA region;
● Conduct consultations with relevant stakeholders in Mozambique as well as (online) consultations with stakeholders in other humanitarian countries in the ESA region including UNFPA staff and partners on recommendations and risk factors linked with peer-to-peer and out-of-school educational programmes in humanitarian and conflict settings;
● Based on findings from the desk review and consultation process, revise and adjust the current manuals to include a plug-in on mentorship in humanitarian settings, comprising two key parts: 1) conflict settings, and 2) settings vulnerable to climate shocks. Proof-read and produce the final versions of the plug-in on mentorship in humanitarian settings to be integrated into the girls’ and boys’ mentorship manuals, ready for print and disbursement
● Present the plug-in to key stakeholders in a validation workshop;
● Conduct a training on the mentorship in humanitarian settings plug-in to key UNFPA IPs on mentorship (Coalizao, Hopem and Kutenga) in prioritised locations.
For the preparation and completion of the above mentioned documents, the consultant will have to review key background documents, such as programme reports, evaluations, and related information produced by relevant stakeholders as well as briefs, reports and technical papers on programme adaptations to humanitarian/conflict settings to inform the revision of the manuals. Additionally, the consultant will conduct interviews with key informants from UNFPA and its implementing partners on the girls mentorship (Coalizao) and boys mentorship (Kutenga and Rede Hopem) respectively, as well as beneficiaries of the programme.
A detailed work-plan will be submitted by the consultant at the inception of the assignment following a consultation with UNFPA on the structure and format of the manual adaptations (content presentation, case studies, visual elements etc.). Satisfactory completion of assignments will be measured against this work-plan, timeframes and the expected deliverables above mentioned.
Duration and working schedule:
The estimated number of days to complete this assignment is 60 working days, as per the division below. The assignment will commence on 17 March 2025, or on the day of signing of contract, and continue until no later than 6 June 2025.
– Desk Review Report: 10 days
– Consultations: 15 days
– Preparation of 2x plug-ins: 10 days
– Validation Meeting and revision of plug-ins based on feedback received from key stakeholders: 15 days
– Training (x2 – one in Cabo Delgado and one in Nampula): 10 days
Place where services are to be delivered:
The consultant will work off site and avail themselves if requested by UNFPA for meetings virtually.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The consultancy will include the following deliverables which ought to be submitted to UNFPA in Portuguese in an electronic format (word and PDF versions):
– Inception Report following the Desk Review – this document should include a timeline for the full consultancy assignment and deliverables.
– Two validated and approved Plug-Ins for Mentorship in Humanitarian Settings, one focusing particularly on mentorship in conflict settings and the other on mentorship in humanitarian settings caused by natural disasters (such as floodings, cyclones etc.).
– Brief Activity Report following completion of the trainings for implementing partners in prioritised locations (Cabo Delgado and Nampula), specifying the number of participants, organizations attending and thematic areas covered. The report should also include photos from the training sessions.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The consultant will report on the progress of the desk review/consultation process and revision of the current manuals weekly and ad hoc when required.
Supervisory arrangements:
For the revision of the two manuals, the consultant will work under the overall guidance and supervision of the UNFPA Mozambique Gender & Youth Team Coordinator and the GPECM Programme Coordinator, and in close collaboration with other relevant members of the Gender and Youth Team.
Expected travel:
The consultancy assignment will be based in Maputo. Travel is expected to Cabo Delgado and Nampula provinces, including one weeks duration in each location. Logistics for travel to the target provinces will be organized and paid for by UNFPA.
Required expertise, qualifications and competencies, including language requirements:
Consultancy requirements:
● A Master´s Degree in social science, international relations, public health, gender/development studies or a related area;
● At least 7 years of relevant professional experience in implementation and design of programmes related to A/SRH, youth development/participation, human rights etc. in development and humanitarian contexts, and communication/writing and editing;
● Working level in Portuguese and English is required;
● Experience in drafting programmatic and/or advocacy documents from research studies is an asset;
● Experience with editing and proofreading UN documents and familiarity with UNFPA’s style is an asset;
● Knowledge of and experience in matters related to adolescents and young people’s sexual and reproductive health, youth civic engagement, youth development and participation is an asset.
Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
The consultant will use their own equipment for the consultancy.
Remuneration and schedule of deliverables/payment:
The remuneration for this consultancy assignment is USD 24,000 (equivalent to USD 400 per working day) excluding travel expenses to provinces (Cabo Delgado and Nampula) which will be covered by UNFPA. The payment will be issued in three tranches as follows:
● Upon submission of the inception Desk Review Report including timeline for consultancy assignment and deliverables, payment of the first 10 working days will be issued (16% of total remuneration).
● Upon finalization of consultations and submission of the draft plug-ins for mentorship in humanitarian settings, payment of 25 working days will be issued (42% of total remuneration).
● Upon submission of the finalized and validated plug-ins for mentorship in humanitarian settings, and completion of the trainings for implementing partners in prioritised locations (Cabo Delgado and Nampula) including submission of related IP trainings report, payment for the remaining 25
working days will be issued (42% of total remuneration).
