Compensation and benefits: MSF practice is to offer the C&B package current in the MSF entity establishing the contract.

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

 

II. POSITION BACKGROUND

MSF recruits internationally mobile staff (IMS) from over 160 countries around the globe, deploying them across 80 mission countries through its five Operational Centres. Part of these staff members are contracted by 19 different Contracting Sections (depending on their country of domicile). However, nearly 60% of IMS do not have a Contracting Section in their country of domicile – they are known as Non-Contracting Residents (NCR).

The International Coordination Office (ICO) will become the centralized contracting entity for NCR staff. This will bring forth a harmonized remuneration and benefits package, a consistent pension scheme via the ICO’s international retirement savings plan, and an optimized administrative support for NCR staff throughout their tenure with MSF, by providing a single point of contact and comprehensive employment documentation.

The ICO started operations in October 2023. In 2024 a staggered implementation with all OCs is taking place.

 

III. PLACE IN THE ORGANISATION

The MSF ICO HR Operations assistant reports hierarchically to the HR team leader and functionally to the Compensation & Benefits Specialist and to the HRIS Specialist.

 

IV. OBJECTIVES OF THE POSITION

The HR Operations assistant will provide critical support in payroll processing, benefits administration, and the HR Information System (HRIS). The ideal candidate will handle various administrative and support tasks related to employee compensation, benefits, and records management, as well as assist with the management and optimization of HR system to ensure timely, accurate, and efficient service delivery.

 

V. MAIN RESPONSIBILITIES

Payroll Processing Support:

  • Assist in the collection of bank information, provide relevant data to Convera, and respond to follow-up inquiries to ensure timely payroll release.
  • Help prepare payroll-related reports as required.
  • Encode expense reimbursement data and conduct reviews and follow-ups when necessary.
  • Provide prompt support for employee salary remittance requests.

Benefits Administration Support:

  • Provide ad hoc support in benefits management.
  • Assist with the International Retirement Savings Plan (IRSP) and other reporting, ensuring quality control of employee data.

HRIS Support:

  • Generate reports as needed.
  • Assist in the creation and maintenance of onboarding materials and internal HR guidelines in Workday.
  • Support system upgrade testing in Workday, including conducting end-to-end testing of its components to ensure accuracy and compliance.
  • Analyze incidents to identify root causes and collaborate with the HRIS Specialist to develop permanent solutions.

Other Duties:

  • Perform any other tasks or projects as assigned by the HR Team Leader.
