NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. Are you a Norwegian citizen with an interest in elections and democracy and want to work internationally? NORCAP is recruiting 25 new election observers to join our election observation pool. We are looking for candidates with a solid understanding of and passion for democratic processes, international affairs, and human rights.

Each year, 60-80 NORCAP election observers take part in election observation missions conducted by the Organization for Security and Co-operation in Europe (OSCE) and the European Union (EU).

As an election observer with NORCAP, you will:  

  • Play an important role in promoting democracy and human rights worldwide
  • Get international experience
  • Be part of an engaged and competent group of election observers and get the opportunity to take part in training and seminars on elections and democracy.

As an election observer, you must:  

  • Demonstrate the ability to act objectively and independently.
  • Be analytical, accurate, systematic and able to follow instructions.
  • Possess strong intercultural understanding and excellent collaboration skills.
  • Be able and willing to work under demanding conditions. Our assignments also include hardship and high-risk areas.

Role and responsibilities: 

  • You will take on the following responsibilities:
  • Collect information and analyse an election process against international standards and national legislation. This includes preparing reports on election day procedures, the election administration, electoral campaigns, and the participation of underrepresented groups.
  • Establish and maintain contact with regional election authorities, political parties and candidates, media, and civil society.
  • Plan and carry out logistical preparations.

Formal Qualifications and Experience: 

  • Minimum three years of professional experience in areas such as analysis, reporting or project management. Relevant voluntary work may be considered.
  • Higher education at bachelor level in fields such as social science, history, law, journalism or related disciplines. Relevant experience may compensate for formal education.
  • Fluency in Norwegian and English. At least ten of the new observers should also be proficient in either French (C1), Spanish (B2) or Portuguese (B2).
  • Interest in and understanding of democratic processes, human rights, and elections.
  • Experience with elections and/or international experience is an advantage.
  • Be a Norwegian citizen and hold a valid Norwegian passport.

What does it mean to be part of the NORCAP pool of election observers? 

  • You will become part of a dedicated group of 150 Norwegian election observers.
  • The duration of assignments varies from 8-10 days for short-term assignments and 6-8 weeks for long-term assignments. Preference will be given for candidates available for the longer assignments.
  • You are expected to be available for at least one assignment a year with 3-4 weeks’ notice.
  • Please note that being an election observer is not a full-time job, and your current employer should be informed and willing to grant you leave.

  • NORCAP offers salary when on mission. The pay scale ranges from 53 792 – 65 574 NOK per month.
  • NORCAP offers a disruption allowance and other relevant allowances according to the duty station.
  • NORCAP covers insurance, accommodation, and travel costs during assignments.
