Job Title: International HR & Deployment Adviser – Ukraine and Europe
Job Location: UK Flexible Location Regular travel required to the London UKO office Moorfields. (twice per month on average)
Salary: £34,000 to £36,000 plus ILW if applicable, based on 35 hours per week
Contract Type: Permanent
Working with the support of the wider International People Team, and embedded within the International Directorate, the post holder will provide high quality, business focussed International HR services and deployment support to enable BRC to meet its strategic ambitions, duty of care and HR best practice in support of our newly established office in Ukraine and to support the wider Europe region needed. The post holder may be expected to work in an “emergencies” environment which will necessitate supporting international emergencies with some out of hours a nd weekend working. The post holder may be asked to travel to Ukraine (Kyiv).
A day in the life of an International HR & Deployment Adviser will involve:
Provide timely and consistent HR support and advice, both strategic and operational, in support of the Ukraine and Surrounding Countries Response and build an understanding of universal HR needs, challenges and people issues across the region, in order to proactively improve consistency, quality, and compliance.
Advise on all aspects HR duty of care in relation to end-to-end best practice and legal requirements for deployments, including risk management, medical clearance, insurance, policy and procedure briefings, mandatory training, psychological signposting, and debriefings.
With support from colleagues, responsible for the deployment coordination of delegates to the region.
Maintain regular engagement with BRC national staff and international delegates and conduct post deployment debriefs with delegates returning from deployment and exit interviews with national staff. Ensuring learnings are actioned and recorded.
Support the provision of HR policy, standard operating procedures, and / or technical advice to support and strengthen the Kyiv Office HR procedures, compliance and overall culture.
Engage with all staff within the Country Office as their primary HR contact.
Engage with IFRC on terms and conditions for national staff and international delegates deployed into Ukraine and the wider region
Support the International Talent Acquisition Specialist to proactively fill vacancies, pre-empt skills/staffing gaps and to feedback lessons to inform future recruitment activity and work with the IFRC on national staffing needs and recruitment/talent pipelines.
Ensure the development and successful implementation of onboarding and induction materials and processes for all staff.
Proactive collaboration with relevant teams across the BRC and with Movement partners to facilitate effective and efficient deployment of and ongoing support to all staff, ensuring due consideration is given to duty of care, equality and employment law.
Build a strong relationship with Country Managers, Head of Region, Security Unit, Insurance Manager and other key stakeholders, to gain an understanding of the client business and anticipate future needs, challenges and opportunities, through regular, proactive and strategic engagement, in order to provide customer focussed HR advice and proactively influence the outcome of deployment related matters.
To be a successful International HR & Deployment Adviser, you’ll need:
Understanding of HR policies and practice relevant to an ‘emergencies’ setting – rapid deployment, duty of care. R&R, per diems etc.
Understanding of HR best practice within the international humanitarian system or international development context.
Proven technical expertise within HR and People management
Ability to analyse both quantitative and qualitative data and interpret information to communicate to and persuade decision makers / different audiences, both written and verbal.
High level of attention to detail whilst operating under pressure
Demonstrable substantial experience of working in an HR advisory or business partner model in a fast-paced role within the international humanitarian system or international development context international
Experience of providing advice and support on all aspects of HR activity, including workforce planning, recruitment and selection and employee relations
Experience of establishing effective relationships at all levels to influence and enable decision making.
Experience of coaching, guiding, and challenging mid-senior level managers
Experience of delivering training and/or capacity building
Degree level qualification in Human Resources management, CIPD qualified or working towards a CIPD qualification (desirable)
Ability to travel to Ukraine as and when required is essential for this job.
