Background:
The East Kazakhstan region is home to three high-pressure navigable hydraulic structures operating on the Irtysh River. These structures serve as strategic assets, working in conjunction with hydroelectric dams to regulate water levels, manage reservoir pressure, and facilitate safe vessel passage. They play a critical role in supporting efficient and secure inland waterway transportation. Ensuring their proper operation, maintenance, and repair is crucial to preventing disruptions, enhancing navigability, and promoting environmental sustainability. Recognizing the significance of these factors, this seminar will aim to strengthen technical capacity and expertise among professionals responsible for managing these vital infrastructures.

Objective of Assignment:
The Office will require the services of an expert to conduct a two-day seminar on security aspects of navigable hydraulic structures in Oskemen.

Duration of Assignment:
5 working days

Tasks, Responsibilities and Deliverables:

Under the overall supervision of the Senior Economic and Environmental Officer, the successful candidate will be tasked with the following duties:

1. Consultations with the Ministry of Transport to develop and finalize the seminar agenda.
Output to be achieved: Agenda developed in accordance with the Ministry of Transport’s request.

2. Development of seminar materials covering the following topics:

Module 1: Regulatory and Technical Framework for the Operation of Navigable Hydraulic Structures
1. Overview of regulatory and technical documentation governing the operation of navigable hydraulic structures.
2. Key entities responsible for regulatory framework development: main authorities, organizations, and their functions.
3. Design and regulatory service life of hydraulic structures: established requirements and practices for extending service life.
4. Outsourcing of hydraulic structures: legal framework, case studies, and international best practices.
5. Transfer of copyright (project developer rights) to other legal entities: regulatory aspects.

Module 2: Monitoring and Inspection of Hydraulic Structures
6. Key structural elements subject to regular monitoring and inspection: frequency and methods.
7. Inspection procedures for navigable hydraulic structures: composition of the inspection team, stages, and assessment methods.
8. Assessment of foundation soils under navigable locks using geotechnical and geophysical monitoring techniques.
9. Modern methods for restoring the functionality of piezometers (cleaning perforation holes and filters).

Module 3: Modern Repair Techniques
10. Advanced technologies for mitigating seepage through construction joints and concrete structures.
11. Rubberizing concrete surfaces: relevance of the method for protecting lock chamber walls from corrosion.
12. Methods for reconstructing and restoring bituminous waterstops in expansion joints when electrical components fail.

Module 4: Digitalization
13. Digitalization of processes in navigable hydraulic structures: case studies and implementation examples.

Блок 1. Нормативно-техническое регулирование эксплуатации судоходных гидротехнических сооружений (далее – СГТС)
1. Обзор нормативно-технической документации, регламентирующей эксплуатацию судоходных гидротехнических сооружений.
2. Разработчики нормативной базы: основные ведомства, организации и их функции.
3. Проектный и нормативный срок эксплуатации СГТС: установленные требования и практика продления срока службы.
4. Передача гидротехнических сооружений в аутсорсинг: примеры, правовые основы, международный опыт.
5. Передача авторских прав (разработчика проекта) другим юридическим лицам: нормативное регулирование.

Блок 2. Мониторинг и обследование гидротехнических сооружений
6. Элементы гидротехнических сооружений, подлежащие регулярному мониторингу и контролю. Частота и методы обследования.
7. Проведение обследований судоходных гидротехнических сооружений: состав комиссии, этапы, методы оценки.
8. Возможности обследования грунтов основания судоходных шлюзов с применением геотехнического и геофизического мониторинга.
9. Современные методы восстановления работоспособности пьезометров (очистка отверстий перфорации и фильтров).

Блок 3. Современные методы ремонта
10. Современные технологии устранения фильтрации через строительные швы и бетонные конструкции.
11. Гуммирование бетонных поверхностей: актуальность метода защиты бетона стен камер шлюза от коррозии.
12. Методы реконструкции и восстановления гудронных шпонок температурных швов при неисправности электрического элемента.

Блок 4. Цифровизация
13. Цифровизация процессов на судоходных гидротехнических сооружениях: примеры внедрения.
Output to be achieved: Presentations on the mentioned topics are developed

3. Delivery of the seminar.
Output to be achieved: Seminar is conducted.

4. Preparation of an analytical report for the Office and the Ministry of Transport, summarizing seminar outcomes and providing recommendations for future capacity-building initiatives.
Output to be achieved: Brief final report summarizing the seminar outcomes, with proposed new topics for future seminars.

Necessary Qualifications:

– University degree in Civil Engineering, Hydraulic Engineering, Hydraulics, Water Transport or other related technical or engineering field
– At least seven (7) years of professional experience in the field of hydraulic engineering, waterway infrastructure, or related areas
– Proven expertise in the operation, maintenance, security and resilience of navigable hydraulic structures, including dams, locks, canals, and related infrastructure
– Strong understanding of international best practices, regulations, and standards related to the operation, maintenance and security of hydraulic structures
– Demonstrated experience in delivering seminars, training programs, or workshops for technical and policy-oriented audiences as well as preparing presentation and methodological materials
– Previous work with international organizations, governmental institutions, or research centers on infrastructure security is desirable;
– Strong presentation, facilitation, and interpersonal skills to engage diverse participants effectively

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
