The consultant will contribute to the design and implementation of activities related to the three core components of UNCTAD’s TrainForTrade’s programme (Port Management, e-Commerce and Trade Statistics) with a focus on Sub-Saharan African and South-East Asian developing countries.

Duties and Responsibilities
In 2022, TFT has started a new four-year Development Account 14 project “2225F: TRAINFORTRADE blended learning strategy to boost the digital economy in SIDS of Africa, the Caribbean and Asia and the Pacific” to enhance beneficiary countries on legal aspects of the digital economy, focused on the development of three tailor- made course materials, including online materials: legal aspects of e- Commerce; digital trade statistics; and digital identity for trade and development. TFT is also involved into the development of a new course in collaboration with e-Trade for All. In partnership with the World Trade Organization and the United Nations Statistical Division, UNCTAD TFT has developed the course “International Merchandise Trade Statistics” to enhance statisticians’ ability to apply the most recent internationally agreed recommendations and legal guidance on IMTS. TFT is also involved in the delivery of the course on the production of statistics on the digital economy.
In the framework of the TFT Programme of UNCTAD and under the supervision of the Chief of the Human Resources Development Section/TFT, and the Programme Management Officer, the incumbent will conduct the following duties related to the three following components:
1. Port Management Programme (PMP)
1.1 Conduct research and analysis of relevant data on international trade and ports to contribute to the co-drafting of TrainForTrade’s yearly Port Performance Scorecard Newsletter (PPS) and related documents in preparation of the Port Performance Scorecard Conference to be held in Valencia, Spain on the 25th of October 2023.
1.2 Participate as a jury member in the international juries of port and trade experts in the French and English-speaking networks in the PMP members countries and evaluate the final thesis/business case study of middle managers participating in the programme.
1.3 Organize, in collaboration with TFT’s Project Officers, the launching and delivery of the new cycles of the PMP in countries of the French and English-Speaking networks (https://tft. unctad.org/port-management/).
1.4 Participate in the delivery of technical training sessions for the English and French-speaking networks such as the Coaching Workshop in Tunisia.
1.5 Update Technical Exercises for the Modern Port Management course in English.
1.6 Conduct research, select cases, and co-write UNCTAD/TrainForTrade’s yearly publication Port Management Series (PMS) in French and English.
1.7 Prepare final reports of activities undertaken and ensure that inclusive language (e.g. gender) is applied to any type of written or oral communication as per UN gender inclusive language (https://www.un.org/en/gender-inclusive- language/guidelines.shtml)
2. e-Commerce component
2.1. Provide technical assistance during the delivery of the of the new course Legal Aspects of e-Commerce for SIDs by moderating the technical forums and interacting with course participants, organizing and taking part in webinars and by reviewing course assignments and grading course participants (legal professionals).
2.2. Contribute to and coordinate the development of the course material with subject matter experts.
2.3. Prepare the interactive online course delivery, interactive online workshops and webinars.
2.4. Prepare draft report of activities undertaken.
3. International Trade Statistics component
3.1 Contribute to and coordinate the development of the course material for the new course “Digital Trade Statistics” with subject matter experts and in collaboration with several partners from UNCTAD, WHO, WTO, OECD, IMF, PIFs and UNSD.
3.2. Provide technical assistance to trade data compilers from the beneficiary countries by moderating the forums during the French and English course deliveries of the course “Statistics of International Trade in Services” (SITS).
3.3. Communicate with course participants and partners from UNCTAD/STAT, UNSD and WTO regarding the conduct of the course delivery and results.
3.4. Prepare draft report of activities undertaken.
Qualifications/special skills
An advanced university degree, Master, in economics, business administration, project management, international economic/trade law, or related field is required.
At least 6 years of working experience in the areas of trade, project management, and/or international economic/trade/business law is required.
Experience in research and reporting is required.
Working experience with e-learning platforms and the TRAINFORTRADE programme is desirable.
Languages
Fluency written and oral in English and French is required. Knowledge of Spanish is desirable.
