Support for the development and expansion of infrastructure solutions across a wide range of sectors is one of IFC’s key strategic priorities. IFC’s Infrastructure Group (including the Global and Regional Infrastructure and Energy Departments), with an existing investment portfolio of about US$12 billion under management, provides investment and advisory services for private sector and municipal clients across energy, mining, transport, utilities, and telecom/media/technology sectors, and further mobilizes private sector capital from institutional investors and other financial institutions. 

Global Infrastructure’s Innovation and Strategic Initiatives team (CNGSI) is responsible for expanding IFC’s Infrastructure business by developing innovative financial product offerings and capital markets solutions, increasing mobilization across Infrastructure, developing collaboration opportunities across IFC industries, and climate & sustainable finance.

It is in this context that Global Infrastructure is seeking to recruit an experienced Investment Officer to support the development and execution of new business initiatives, including cross-industry collaboration, mobilization and product innovation; contribute to the development INR’s capital markets franchise; and support INR’s blended finance initiatives. The Investment Officer will be based in Washington, DC and will report to the Global Business Innovation and Collaboration Lead (PIO) within CNGSI. Travel will be required.

Note: If the selected candidate is a current World Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3-year term appointment.

Roles & Responsibilities:

The primary roles and responsibilities of the position will include but not be limited to:

1. Debt Capital Markets (“DCM”) Lead/Focal Point
•  Work closely with IFC DCM Bank Specialist to strengthen INR’s ability to deliver a comprehensive and competitive DCM offering and grow our DCM franchise across industries and regions.
•  Support the execution of DCM deals across Infrastructure sectors and regions. Work in coordination with INR and IFC DCM anchors, regional teams and Treasury to ensure active monitoring of INR’s DCM portfolio. Help improve internal systems and processes to support IFC’s DCM business.
•  Disseminate and promote DCM-related knowledge including through internal guidance notes and pitch materials.
•  Develop strong relationships with DCM experts and key stakeholders, and participate in conferences, client meetings and other events to originate business, stay on top of industry trends and support innovation.

2. Infra-wide Product Innovation and Cross-Collaboration
•  Help catalyze and drive product innovation and cross-collaboration to help IFC Infrastructure grow its business sustainably and increase mobilization at scale. Support the roll-out and execution of new products, collaboration, and mobilization initiatives/projects across industries, regions and WBG.
•  Support IFC Infrastructure’s Business Innovation Group (B.I.G.) – a peer group of 15-20 senior Investment Officers created to generate innovation ideas and develop new products to further scale INR origination.

3. Deal Execution
•  Work as investment team member in innovative or first of its kind transactions led by CNGSI or other Infrastructure units (global or regional) as needed.
•  Work closely with investment teams composed of IFC Lawyers, IFC Specialists, Associate Investment Officers, and Investment Analysts to deliver with quality transactions under strict time constraints.
•  Coordinate with external consultants and legal counsels supporting transactions.
•  Liaise, coordinate, and negotiate with IFC clients during all phases of transactions.

4. Blended Finance and Partnerships (CBF)
•  Coordinate with Blended Finance and Partnerships teams to ensure Infrastructure has increased access to Blended Finance and donor resources to sustainably grow its business.
•  Coordinate on fundraising efforts and engagement with external partners and donors, as needed.

 

Selection Criteria

•  MBA or relevant Master’s qualification
•  At least [8-10] years of experience with an international financial institution, a consulting firm or a development organization with tasks related to infrastructure financing and/or debt capital markets.
•  Experience across the various infrastructure core sectors (power, transportation, utilities, mining, etc.)
•  Proven hands-on experience in origination and execution of infrastructure financing transactions (ideally including capital markets transactions) will be a strong plus.
•  Experience in innovation and cross-collaboration initiatives across institutional silos will also be a plus.
•  Ability to interact directly and independently with the management of potential clients, financial and technical partners as well as government officials.
•  Business development skills, demonstrated by track record.
•  Capacity and willingness to innovate and challenge the status quo.
•  Outstanding analytical and critical thinking skills; demonstrated ability to synthesize complex information and make concrete strategic and tactical recommendations.
•  Good presentation skills and strong ability to present at internal and external events.
•  Highly motivated, committed to highest ethical standards.
•  Willingness to travel.
