Your team

Within the Network Management Directorate, “Infrastructure” manages the European infrastructure deployment projects and programmes, and aims at making the digital Single European Sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.

The “Information & Cyber” service delivers European projects related to information management, cyber security and European AIS Database. The service participates to the development of the digital infrastructure enabling the SES Digital Sky transformation.

Your role

Your role will be to:

  • Perform functional and non-functional requirements elicitation and analysis.
  • Develop or contribute to the development of technology roadmaps and other architecture artefacts including the creation and review of high level designs (HLD) and detailed designs (DD).
  • Build conceptual designs including solution identification/comparison, impact/prerequisites, total cost of ownership, target operating model, etc.
  • Develop or contribute to policies and standards within the scope of PENS.
  • Manage, in coordination with the PMU Leader, the telecommunication provider (currently BT); incident / problem management, configuration and availability management, change management activities, benchmarking and business continuity management.
  • Evaluate contractual and performance aspects related to PENS including the review of Service Level Agreements.
  • Lead or contribute to projects and participate as subject matter expert to internal / external meetings with various stakeholders; prepare, present and promote effectively technical matters.
  • Act as the Secretariat of groups within the PENS Governance (e.g. draft WPs, facilitate meetings, gather and propose agenda items, etc.).
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a relevant area (e.g. Computer Science, Engineering, Telecommunications).
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Minimum 5 years’ relevant working experience in an IT communications domain.
  • Experience with current and emerging network technologies (e.g. IPv4/IPv6, MPLS, BGP, DSCP, NAT, DNS) and software defined technologies (e.g. SD-WAN, SDN).
  • Experience with network security devices (e.g. firewall, IDS/IPS) and other network-related appliances (e.g. packet shapers, encryption/compression).
  • Experience in quality, safety and security management systems.
  • Experience in project management.
    A project management certification (e.g. Prince2, Project Management Professional) would be an advantage.
  • Knowledge/understanding of WAN infrastructure (e.g. internet access, MPLS, DC-inter-connection, cloud inter-connection).
  • Knowledge/understanding of ATM IT architectures (e.g. ATN OSI).
  • Knowledge/understanding in Voice over IP (VoIP) and mobile communications would be an asset.

    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
