ABOUT THE DEPARTMENT:

CIT is part of the integrated WBG IT function (Information and Technology Solutions-ITS) that provides IT services to IBRD, IFC and MIGA. It is also part of IFCs Corporate Strategy & Resources VPU. CIT develops and maintains applications in support of core IFC operations, including knowledge and data analytics services. In addition, CIT partners with other ITS units through Shared Services Agreements to provide infrastructure, connectivity, information security and staff productivity tools, as well as develop applications that are common across the organizations. CIT works with business clients to design solutions that help enable client responsiveness, improve organizational effectiveness, and manage risks. CIT provides IFC with an integrated digital platform that connects policies, processes, people, and knowledge across the institution in a holistic and staff-centric manner. CIT leverages innovative technologies to help transform the way IFC does its business.

ABOUT THE HIRING UNIT:

The CITDR Program Management team ensures the alignment of the IFC IT Investment Program with IFC’s strategic business needs and provides oversight over the IT program implementation to ensure effectiveness and efficiency.

Role & Responsibilities:

CITDR is looking for an experienced business management analyst to perform a range of tasks in the area of project portfolio management. The selected candidate will join the CIT’s PMO (Program Management Office) team and will report to the CIT PMO Lead and, in turn, to the IFC CIO.

1)  IFC IT Project Portfolio Oversight
•  Maintain the project portfolio in the PPM tool
•  Guide Project Managers on the use of the PPM tool
•  Ensure that information on projects is kept up-to-date by Project Managers and in alignment with the agreed monitoring/reporting framework (i.e., project timeline, status, health, risks/issues, regular status updates)
•  Work with Project Managers to analyze the status of projects on a regular basis to ensure that the status is correctly captured in the PPM tool

2)  Portfolio Reporting & Analytics
•  Provide data inputs on the status of the program for the weekly, monthly and quarterly portfolio status reports to the management
•  Generate customized reports to various teams on as needed basis.
•  Prepare portfolio status and portfolio planning analytics and incorporate it into presentations to the management.
•  Maintain and enhance the portfolio dashboard that will provide the up-to-date view into the status of all projects to various audiences.
•  Maintain the IFC IT Program site to ensure that all CIT staff have access to the up-to-date information on the status of the program and have access to useful resources that would help them in their daily work.

3) Oversight of the Portfolio Financials
•  Monitor the status of the use of all sources of funds by project and on the portfolio level: alignment with the annual investment plan, status of capital initiation, age of capital, actuals, commitments, available balance.
•  Monitor the movement of funds (re-allocations among projects, return of funds to Contingency, etc.) to provide accurate information on the availability of funds to the management and project teams
•  Maintain the status of the use of contingency to enable effective decision-making on the allocation of funds for unpanned requests

4) Review of Projects Requesting Approval
•  Guide Project Managers on the project approval process (preparation of documentation and receiving necessary clearances)
•  Analyze the project documentation as part of weekly project review meetings to ensure that project information is correctly reflected in the project documents (financial information and other project attributes)
•  Record the action items and follow up with the relevant parties
•  Keep track of approvals and record them in the central repository.

5) Support the Annual Investment Planning (AIP)
•  Facilitate the consolidation of financial data on investment proposals and produce various data outputs for AIP presentations to the management.

 

Selection Criteria

•  Master’s degree in a relevant discipline (Business, Finance, Accounting, Business, Economics, Public Policy/Administration, etc.) with at least 2 years of experience in IT with exposure to project financial management. Bachelor’s degree with a minimum of 3 or more years of relevant experience will also be considered.
•  Solid experience in collecting and processing data in the project and portfolio management space.
•  Ability to research, analyze and synthesize information, interpret data and present the outcome of the analysis in a clear and concise manner, including though effective presentations.
•  Exceptional spreadsheet design and manipulation skills, ability to quickly develop effective understanding of logical accounting data structures and data inter-relationships to effectively evaluate and make recommendations on process/system controls.
•  Knowledge of a Project Portfolio Management tool (Knowledge of Clarity PPM is a plus).
•  Exposure to Project Management and Portfolio Management practices.
•  Knowledge of IFC’s IT budgets and operations is a plus; experience related to the job responsibilities at the World Bank, IFC or in an international private or public sector organization.
•  Ability to work independently and show initiative.
•  Ability to work on cross-functional tasks.
•  Good teamwork and interpersonal skills in operating collaboratively across organizational boundaries.
•  Good communication skills with fluency in written and spoken English.
•  Good understanding of critical linkages between business operations, budget processes, and portfolio management.
•  Good conceptual, analytical, and evaluative skills.
•  Highest ethical standards, emphasis on follow-through and accountability, flexibility and being able to adapt to new situations, positive attitude and willingness to learn and help team members.
