IT and Administration Officer, B-PEMS “AugroJatra” Climate Change LOCATION: Dhaka, Bangladesh GROUP: Human Rights, Education, and Empowerment REPORTS TO: Grants and Operations Manager (GOM), B-PEMS AugroJatra Climate Change POSITION SUMMARY: The IT and Administration Officer will be responsible for managing information technology (IT) and overall administration nd human resources (HR) a tasks for the B-PEMS AugroJatra Climate Change (AugroJatra) project, working closely with the GOM and the Head of Finance and Operations (HOFO) to provide the AugroJatra team with logistical and technological support to implement activities effectively and efficiently. ESSENTIAL RESPONSIBILITIES: The incumbent will oversee all IT and admin related project tasks, while also maintaining organized records and documentation in adherence with the policies and procedures of Winrock International and the US Department of State. Specific responsibilities include but are not limited to: IT Support Develop, implement, and maintain IT systems, networks, and databases; Liaise with Winrock’s ServiceDesk team to address tickets submitted by PEMS project staff; Manage Web-based MIS database, ensure the quality of data, and report on them; Assist the Communication & Knowledge Management Specialist in designing and developing communication materials and knowledge products; Prepare automated dashboard to track project progress and activities using Microsoft Office Suite (e.g., Excel), Power BI, and other software; Assist in developing any necessary automated reports and databases using MS Excel and MS Access; Coordinate high level web-based meetings using Zoom, MS Teams, etc.; Troubleshoot network and computer software and hardware problems and performance issues; Set up and maintain Microsoft cloud services including OneDrive, Share Point, Outlook, and MS Teams; Maintain and manage the local shared file server and backup regularly; Set up new users’ Office 365 accounts and ensure they can access and use their various applications; Ensure all Winrock and partner have the knowledge and permissions needed to maximize their use of Winrock-provided applications and systems, either through individual consultations or staff trainings; Ensure software and hardware security and monitor the network for security loopholes through analyzing security breaches and vulnerabilities for hacking, virus, malware, and other malicious code infections; Assist Program Units with day to day program activities; Maintain a current asset list of all technological equipment and supplies and liaise with the Operations team to submit the inventory report to Winrock as required; Ensure operation and service of desktop, laptop, scanner, photocopier, printer, Wi-fi router, etc.; and Perform all other duties as assigned by the supervisor. Administrative Support Organize local and international travel arrangements, including procurement of tickets (road, rail, and air) and coordination visas for staff; Arrange/contract local transport for field activities and ensure timely functioning of office vehicle as per staff requisition; Monitor and take timely action to ensure proper office maintenance; Identify and address security and safety of the office, staff, and equipment in compliance with Winrock policies and standards; Coordinate office logistics, including supporting the Grants & Operations Manager with the procurement of goods and services, transportation, store management, and use of supplies in a transparent and accountable manner, as per the donor policies and local regulations; Physical verification of assets in Winrock International and in local partners on yearly basis; Maintain complete, current, and accurate personnel files in compliance with Winrock’s policies; Periodic visits to partner offices and project offices to oversee compliance to Winrock and donor policies and procedures regarding administrative management; and Plan and implement project closeout related activities. REQUIREMENTS AND QUALIFICATIONS: Education: Bachelor degree in Information Technology, or a related field, from a reputed university. Professional: A minimum of two years of experience in IT, HR, and Administration for international development organizations or reputed local organizations. Experience in a US government-funded project is preferred. Experience using the Microsoft Office Suite (MS Teams, Sharepoint, OneDrive, Outlook, etc); PowerBI, and other relevant software Skills: Fluent in Bangla and English. Proficient computer skills in Microsoft Office Suite, Power BI, and relevant software. Familiar with Kobo Toolbox, ArcGIS survey123 for data collection and case study. Knowledge of database structure and SQL. Knowledge of IT systems, networks, and databases. Ability to manage infrastructure security using identity management, certificates, VLAN, and access controls. Ability cloud-hosted IT infrastructure. Willingness to travel within Bangladesh. Ability to work independently with minimal oversight and manage multiple competing priorities and activities.
