OBJECTIVES OF THE PROGRAMME
The mission of EPR Dakar Hub is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
The role of the OSL IT Officer is to provide technical expertise, tools, methods and means to meet the specific communication needs of the Dakar Hub EPR Pillars – EMR, EMP, HIR and OSL.
PURPOSE OF THE POSITION
As a member of the Operations Support and Logistics department at the Dakar Hub, the OSL IT Officer will conduct and support the set up and management of the Operations Support and Logistics services unit of the response, in full compliance with WHO rules and the associated Standard Operating Procedures (SOPs).
SUMMARY OF ASSIGNED DUTIES
During deployment the duty station may change, and duties may be modified based upon the technical needs of the Programme. As part of WHO emergency response team and in support to field operations implementation, the incumbent will:
• Implement ICT protocols and guidelines issued by the Regional Office. Develop budget forecast, procurement plan and data exchange strategy.
• Develop ICT infrastructure and, as necessary, adapt and/or develop ICT related guidelines, protocols and SOPs for use in the field office.
• Install, configure, adapt and maintain ICT applications (hardware and software) for field office, including office automation, local area network, workstations, printers, server, antivirus…
• Provide effective front-line technical support for the procurement, commissioning, installation and maintenance of HF/VHF equipment (e.g. VHF handheld radio sets, HF/VHF equipment in vehicles), VSAT system, GPN system (Global Private Network), high uptime connectivity and efficient access to e-Mail, Internet and Intranet.
• Provide technical support to facilitate the establishment and maintenance of EOC and/or SHOC Room at WHO Country Office or incident site level, including technical set up of efficient audio and video conferences system.
• Proactively collaborate with IMS technical staff at WCO/site level, ensuring and promoting information system in the areas of ICT procurement, staff support, troubleshooting, etc.
• Ensure continuity of information flow on ICT technical challenges with Regional, Country and field offices.
• Performs any other related incident-specific duties, as required by the functional supervisor.
REQUIRED QUALIFICATIONS
Education
Essential:
A first university degree in Computer Science, Information Communication Technology or closely related field relevant to the position.
Desirable:
An advanced level university degree or professional qualification in ICT or Administrative field from an accredited/ recognized institute
Experience
Essential:
At least 2 years’ related experience and exposure, in managing emergency ICT operations and/or Logistics & Administration support in international organizations/institutions, part of which in the field supporting emergency humanitarian operations. Demonstrated exposure at the international level.
Desirable:
Related experience with WHO, the UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organization work in the field of outbreaks and/or health emergency response.

Remuneration comprises an annual base salary starting at XOF 25,923,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
