Organizational Setting

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA’s ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.The Business Technology Coordination Section (BTCS) manages the implementation of the IAEA Business Technology Strategic Plan, coordinates the development of Agency ICT policies, standards and guidelines, and facilitates ICT governance across the Secretariat. BTCS also provides project and product management and information architecture services to the Division of Information Technology.

Main Purpose

The IT Project Manager ensures a results-oriented response to MTIT’s, and the Secretariat’s business technology priorities as communicated by the MTIT management. The IT Project Manager may be responsible for multiple cross-cutting IT projects simultaneously.

Role

The IT Project Manager is (1) a substantive specialist, translating the Agency’s business requirements and objectives into information technology capabilities; (2) a project manager, providing management, administration and leadership for project teams, ensuring that projects are delivered within agreed tolerances of time and budget ; and (3) an adviser to the MTIT Management and other senior managers in the Secretariat (both within and outside of MTIT) on business process, risk, organizational change, system implementation issues, and the impact of technology projects on the Agency’s core business.

Functions / Key Results Expected

With guidance and support provided by the MTIT Management, and in close collaboration with the relevant stakeholders, the IT Project Manager is expected to:

Support the implementation of new information systems, or enhancements to the existing systems, by providing analysis of information processes and/or technical solutions;

Develop project plans in a manner consistent with relevant policies and standards, with the IAEA’s technical and information architecture, and with best practices as identified in PRINCE2 methodology; and through the effective use of PRINCE2 controls to manage risk, quality, budget and schedule;

Lead Agile software implementation teams, manage end-to-end Agile Software Development Lifecycle (SLDC).

Support organizational change initiatives by analyzing existing information solutions, identifying opportunities for improvements, and proposing new or improved processes as appropriate;

Contribute to organizational change management and communication efforts required to successfully adopt new business processes and/or technical solutions, by creating communication and user training plans in the course of executing projects;

Serve as product manager for IAEA web products, effectively collaborating with the clients, third-party providers, end-users, and MTIT development, infrastructure and service desk staff and management;

Collaborate with other MTIT staff in the implementation of policies and standards for MTIT and IAEA-wide information, project and portfolio management;

Support management of the MTIT portfolios through data analysis and visualization.

Information Technology Project Management Project management experience utilizing a structured methodology such as PMP or PRINCE2.

Qualifications, Experience and Language skills

•University degree in Computer Science, Information Technology or related fields;

•Accredited Project Management Certification such as PMP, PRINCE2 (as an asset)

•Accredited Agile and Business Analysis Certification such as CBAP and SCRUM Master (as an asset)

•Minimum of five years of experience as IT project manager, in an information systems context, in a client-facing role.
•Project management experience utilizing a structured methodology such as PMP or PRINCE2. Experience in leading software delivery teams using a lean/agile approach such as SCRUM.
•Experience with Software Development Lifecycle, with a particular focus on eliciting and documenting business process flows, user stories and non-functional requirements; quality management; planning and executing user acceptance testing; end-user training; documentation and support.
•Experience in business process reengineering: Identifying opportunities for improvements, proposing new processes, and getting buy-in from stakeholders to implement.
•Experience in utilizing techniques and tools to explore and validate requirements with clients such as low-fi/hi-fi prototyping, user personas, ideation sessions.
•Experience in analyzing data sets and leveraging visualization tools to assess portfolio/project/product performance, understand trends, and identify anomalies.
•Strong client/user orientation and ability to communicate easily and well with both technical and non-technical staff at all levels in a multicultural environment, with respect and sensitivity for diversity.
•Experience in working with mixed onsite/offsite teams will be considered an asset.
•Excellent command of spoken and written English with special emphasis on drafting skills. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $64121 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 30009*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual vacation, home leave, pension plan and health insurance
